Job summary

The City of Palm Springs is seeking a seasoned Housing Programs Manager to administer a range of affordable housing and homeless services initiatives in accordance with federal regulations. You will coordinate housing opportunities, oversee rehabilitations, and manage related contracts and grants.

Minimum four years of related administrative experience is required, along with a Bachelor’s degree. Strong analytical, negotiation, and presentation skills are essential for success in this

Qualifications

• Four years of increasingly responsible administrative experience in affordable housing development, community services, housing assistance payment programs, or related affordable housing programs is required.
• Experience conducting complex financial underwriting and pro forma analysis to determine project feasibility and long-term viability is preferred.
• Public sector experience is preferred (City/State/County).
• Bachelor’s degree from an accredited college or university in a related field or equivalent knowledge is required.

Responsibilities

• Oversee, coordinate, and administer the City’s housing programs; develop and implement goals, objectives, policies, and priorities for affordable housing development projects and programs.
• Formulate and present policies and strategies; plan with affordable housing projects, neighborhood revitalization, and rental assistance activities; oversee rehabilitation projects.
• Draft requests for proposals and notices of funding availability for housing projects and programs.
• Maintain and monitor contracts; establish inventory of affordable units and affordability expirations.
• Advise officials on housing issues; ensure record management and external relations with agencies and organizations.
• Coordinate with City staff, businesses, residents regarding housing resources and programs; respond to inquiries.
