Job summary

The Housing Authority of Kansas City, Missouri is seeking a Development Specialist to support the Planning and Development department in creating and preserving affordable housing, including public housing and HCV programs.

Responsibilities include research and analysis for development, grant management, budgeting, RFP/RFQ preparation, and coordination with contractors and departments across the agency.

Qualifications

• Advanced degree in planning, public administration or related field required.
• Minimum five years in urban planning, real estate or housing development.
• Knowledge of public housing and HUD programs is preferred.

Responsibilities

• Lead planning and development projects for affordable housing initiatives.
• Research and analyze development issues including financing, zoning and regulations.
• Prepare, manage and report on grants and funding sources.
• Prepare project and grant budgets per HUD requirements and forecast needs.
• Prepare RFPs/RFQs and supervise contracts with professionals.
• Monitor contractor accounts payable and ensure timely processing.
• Coordinate with departments, residents and community leaders for project execution.
