Asset Living is seeking a Community Manager in West Covina, CA to oversee all operations of a housing community under the supervision of the Regional Manager, including leasing, maintenance, finances, administration, and risk management. Qualifications

  • High School Diploma or equivalent; Bachelor’s degree preferred or four-year industry experience.
  • CAM or ARM certification preferred.
  • Proficiency with on-site software and basic computer skills.
  • Knowledge of Fair Housing Laws and OSHA requirements.

Responsibilities

  • Personnel management: screen, hire, train, coach, and develop on-site staff.
  • Attendance: regular/daily on-site presence required.
  • Scheduling: create weekly/daily staff schedules and assignments.
  • Performance management: address performance issues with documentation, communication with supervisor/HR, and, if necessary, termination.
  • Leadership: promote staff harmony, quality performance, and adherence to company policies.
  • Financial management: achieve optimal net operating income through cost control, revenue and leasing improvement; develop yearly operating budgets; ensure rent collection, expense reconciliation, and vendor coding.
  • Strategic leasing management: develop yearly marketing plans, implement marketing strategies and systems, manage lease signing processes, and reporting.
  • Resident relations: handle resident complaints and retention programs, manage move-in processes.
  • Administrative & maintenance management: reporting, inspections, and overseeing maintenance and rehab activities.

Community Manager

The Community Manager oversees all operations of a housing community under the supervision of the Regional Manager. Responsibilities include managing personnel, leasing, maintenance, financial operations, administration, and risk management. The role requires on‑site leadership, ensuring compliance with company policies, safety, fair housing guidelines, and liability requirements.

Preferred Qualifications
  • Minimum of 2 years’ experience with affordable housing programs (e.g., LIHTC, HUD Section 8, Section 236, PRAC, 811 PRA, USDA Rural Development, HCD, HOME Funds and Bonds).
  • Affordable Housing Accreditation (HCCP, HCP‑E, COS, BOS, TCS, CPO) or related designations preferred but not required.
Essential Duties & Responsibilities

  • Resident Relations: handle resident complaints and requests, implement resident retention programs, and manage resident move‑in processes.
  • Administrative & Maintenance Management: ensure accurate reporting, lead emergency response teams, monitor maintenance requests, maintain property appearance through inspections and tours, manage resource planning and procurement, and oversee maintenance, construction, and rehabilitation activities.
Education / Experience
  • High School Diploma or Equivalent; Bachelor’s degree preferred or four‑year industry experience; alternatively, one to two years of related experience and/or training.
  • Certified Apartment Manager (CAM) or Accredited Resident Manager (ARM) preferred.
  • Proficiency with on‑site software functions and basic computer skills required.
  • Knowledge of Fair Housing Laws and OSHA requirements.
Physical Requirements
  • Regular standing, hand use, reaching, talking, walking, sitting; occasional stooping, kneeling, crouching, or crawling; lifting up to 25 pounds.

License / Equipment
  • Reliable transportation required due to on‑call emergency responsibilities.
Benefits and Compensation

Salary Range: $23–$24 per hour.
