Qualifications

• Proven ability to conduct legal and policy analysis.
• Strong writing and briefing skills for legal and non-legal audiences.
• Ability to read and interpret statutory and legislative text.
• Excellent organizational skills and ability to manage multiple tasks under tight timelines.

Responsibilities

• Research and analyze legislation introduced during the Maryland General Assembly for potential impacts on municipalities.
• Review proposed statutory language and identify relevant provisions, existing law, amendments, and potential unintended consequences.
• Conduct legal and policy research on issues affecting Maryland municipalities and local government authority.
• Assist with preparation of legislative testimony, bill analyses, policy briefs, talking points, fact sheets, and background materials.
• Support development of presentations and briefing materials for the League’s legislative activities.
• Assist staff with fiscal note requests and gather information from municipalities to inform submissions.
• Monitor legislation through amendments, committee activity, hearings, and bill status changes.
• Attend legislative hearings, briefings, stakeholder meetings, and other General Assembly activities.
