Job summary

The State of South Carolina's Department of Labor, Licensing and Regulation (LLR) seeks a senior attorney to provide legal advice to boards and program areas, attending meetings and hearings.

This role emphasizes research on legal issues, legislative impacts on licensing boards, drafting legislation, and preparing advisory memoranda and communications. Strong communication skills and extensive knowledge of SC laws are essential.

Qualifications

  • JD or equivalent from an accredited law school.
  • Member of the South Carolina Bar.
  • 10+ years of practicing attorney experience (preferred).
  • Knowledge of South Carolina laws, Administrative Procedures Act, AG's office procedures.
  • Ability to interpret laws, analyze facts and evidence, and present clear conclusions.
  • Excellent verbal and written communication skills.

Responsibilities

  • Provide legal advice and counsel to agency boards and program areas; attend meetings and hearings.
  • Research and stay knowledgeable on relevant legal issues.
  • Assess impacts of proposed legislation on licensing boards/commissions and agency programs.
  • Draft and implement legislation affecting agency programs.
  • Prepare board materials and legal advisory memoranda, policies, and communications.
  • Represent boards in appeals and in state or federal court, meetings, and task forces.

Job Responsibilities

Responsibilities
  • You will serve as a senior attorney providing legal advice and counsel to boards and program areas within the Agency, including attending board meetings and hearings.
  • You will research and stay knowledgeable on relevant legal issues and identify those that could impact the Agency.
  • You will assist with researching the impacts of proposed legislation on licensing boards/commissions and other Agency programs.
  • You will assist with drafting and implementing legislation that impact Agency programs.
  • You will assist with board and committee meeting materials and drafting a variety of legal advisory memoranda, policies, procedures, and communications.
  • You will represent boards in appeals and in state or federal court, meetings, and special task forces and committees.
Minimum And Additional Requirements
Minimum Qualifications
  • A juris doctor degree or its equivalent from an accredited law school and experience as a practicing attorney.
  • Member of the SC Bar.
Preferred Qualifications
  • Minimum of 10 years’ experience as a practicing attorney.
  • Completion of Rule 403 requirements.
  • Considerable knowledge of SC laws, Administrative Procedures Act, policies, standards and procedures of the AG's office, general case, statutory and common law, judicial and quasi-judicial procedures and rules of guidance.
  • Ability to interpret laws, analyze facts, evidence and legal instruments, express conclusions and arguments clearly and logically, and make presentations and prepare reports.
  • Excellent verbal and written communication skills.
Other Requirements
  • Position functions primarily in an office environment with extended periods of sitting and standing.
  • May require work outside of normal Agency business hours.
  • Occasional weekend work and travel (local and overnight).
  • May be required to lift, carry, move and/or position objects weighing up to 25 lbs.
  • Daily filing, data entry, telephone and computer use.
