Job Description - Administrator, Police Communications (2500001V)

The University of Maryland, Baltimore Police Department (UMBPD) & Public Safety has an exciting opportunity for a Police Communications Administrator.

The selected candidate will provide direct oversight of emergency communication services through multi-channel radios, telephones, and monitoring of computer terminals to maintain the safety and security of the University of Maryland, Baltimore campus. This position supports the mission and vision of the department.

Primary Duties:

  • Oversee the planning, organization, and coordination of the Police Communications Center operations.
  • Collaborate with senior leadership to define long-term goals in support of the University's strategic plans and core values.
  • Serve as the computer-aided dispatch (CAD) Administrator to manage integrated software for the dispatch center.
  • Administer the IT infrastructure and enhancements in collaboration with CITS.
  • Develop and generate recurring reports for agency and campus stakeholders.
  • Execute standards of operations, policies, and procedures to ensure compliance and efficiency.
  • Manage the unit’s budget to support strategic initiatives.
  • Establish and manage partnerships with external partners to enhance radio communication capabilities.
  • Ensure Center adherence to State requirements as a 911 Public Safety Answer Point (PSAP).
  • Collaborate with Education and Training Department to develop and deliver training for staff.
  • Coordinate fingerprinting services for childcare background investigations.
  • Direct staff, supervise, and provide leadership for day-to-day operations of the Center.
  • Perform other duties as assigned.

Qualifications:

Education: Bachelor’s degree in law enforcement, emergency management, criminal justice, homeland security, information technology, or related field.

Experience: Five (5) years of progressive experience in police communications, including one (1) year in the development and maintenance of a police communications database system.

Supervisory Experience: Two (2) years of supervisory experience in a police communication or emergency management environment.

Certification/Licensure: CJIS and/or NCIC certification to operate in a public safety environment at time of hire or must obtain within nine (9) months of employment.

Other: Ability to pass a comprehensive background assessment.

Knowledge, Skills, Abilities: Thorough knowledge of position requirements, regulations, and laws. Skill in effective use of applicable technology/systems. Ability to communicate effectively and support a mission and strategic vision.

Hiring Range: $110,000 - $117,000, commensurate with education and experience.
