ADMINISTRATOR III (Business Development Manager)

Introduction

The Maryland Lottery and Gaming Control Agency (MLGCA) is a major revenue source for the State of Maryland, supporting programs in education, health, safety, and the environment. It oversees casino gaming, sports wagering, daily fantasy sports, electronic bingo, and lottery machines at veteran’s posts. Maryland's gaming operates 24/7, year-round.

Position Details

Grade: 18

Location: Maryland Lottery and Gaming Control Agency, 1800 Washington Boulevard, Baltimore, MD 21230

Main Purpose

Manage the recruitment of new retail locations across Maryland, overseeing application processes, liaising with sales teams and vendors, and ensuring retailer licensing. Focus on expanding retail presence, especially in underserved areas, maintaining integrity and optimal retailer network.

Key Responsibilities
  1. Establish and maintain relationships with prospective retail accounts, guiding them through the application process.
  2. Prioritize leads and allocate resources effectively.
  3. Coordinate follow-up with Scientific Games resources.
  4. Develop recruitment strategies for new business.
  5. Manage licensing requirements and process applications through to retailer agreement signing.
  6. Identify underserved areas for increased sales opportunities.
Minimum Qualifications

Education: High school diploma or equivalent.

Experience: Six years of administrative or professional work, with substitution options including college credits, degrees, or military service.

Preferred Qualifications
  • 3-5 years in retail business development
  • 2-3 years in route management or lottery/consumer products sales
  • Strong relationship-building skills
  • Proficiency with SFA tools and standard PC software
Additional Requirements

Must possess a valid Maryland driver’s license if operating a vehicle for work.
