Company Overview

The Office of the Legislative Counsel is seeking an Administrative Services Manager to lead our dedicated team of administrative professionals. We are a permanent nonpartisan legislative service agency that provides legal and publication services to members, committees and staff of the Legislative Assembly.

Role Summary

The Administrative Services Manager provides leadership, direction and oversight to the members of the Administrative Services unit; formulates and implements agency policies and procedures; assesses hiring needs and analyzes budget resources to determine adequate available funding; and serves as the agency principal financial officer responsible for overseeing all financial operations and reporting of the agency, including accounting and budgeting. This position provides financial structure, accountability and resources, while helping drive the culture, execution and vision of the agency.

Where You’ll Work
  • Hybrid (remote and in-office) position located in the Capitol building in Salem, Oregon.
  • Remote: Must have a personal, stable and high-speed Internet access while working from home.
  • In‑office: May be required to report to the Capitol under short notice. The Capitol is located at 900 Court StreetNE, Salem, Oregon,97301.

You have the ability to balance attention to detail with awareness of the deadline‑driven nature of legislative, accounting and budgeting work. You appreciate careful process documentation and can find your way through complex and intricate workflow processes. You communicate effectively, enjoy collaborating with others and can work with peers who apply a broad range of skills and approaches to problem‑solving.

Qualifications
  • Bachelor’s degree and seven years of related experience.
  • An equivalent combination of education and experience considered sufficient to demonstrate ability to perform the duties of the position.
Salary & Benefits
  • Salary Range: $8,539 - $12,809.
  • Base salary does not include contributions to the Public Employees Retirement System (PERS). Employees eligible for PERS will have their salary increased by 6.95%, and 6% will automatically be subject to a mandatory employee contribution to PERS.

Eligibility & Other Requirements
  • Work Authorization: The Oregon State Legislature does not offer visa sponsorships. On the first day of employment, all hires will be required to complete Form I‑9 and present documents that establish employment authorization and identity within three business days.
