Job description

IN ORDER TO BE CONSIDERED FOR THIS POSITION, CANDIDATES MUST BE SERVING PERMANENTLY AS AN ADMINISTRATIVE PROCUREMENT ANALYST, BE REACHABLE ON THE CIVIL SERVICE LIST, OR ELIGIBLE UNDER THE 55A PROGRAM.

Overview

The New York City Department of Transportation ensures the safe, efficient, and environmentally responsible movement of people and goods in New York City. It maintains and enhances transportation infrastructure crucial to the city's economic vitality and residents' quality of life. The Facilities Management unit manages the agency's budgets, procurement operations, and accounts payable. The successful candidate will perform tasks related to purchasing goods and services, processing procurement documents, and managing contracts under the supervision of the Deputy Director of Financial Management. Responsibilities include:

  1. Developing and conducting complex procurements using various methods such as sealed bids, RFPs, sole source, and negotiated acquisitions.
  2. Reviewing solicitation documents for accuracy and compliance with procurement policies.
  3. Generating and reviewing tasks through PASSPort for oversight and approval.
  4. Utilizing citywide procurement systems like FMS, PASSPort, and others for managing procurements.
  5. Supporting M/WBE initiatives and performing related assignments and projects.
  6. Conducting procurement analyses and tracking vendor compliance.
  7. Processing commodity orders via various contracts and orders.
  8. Assisting in developing specifications and reviewing procurement documents.
  9. Performing additional duties as assigned.
Minimum Qualifications
  1. A bachelor's degree from an accredited college and four years of professional experience in purchasing, procurement, or contract administration, including at least 18 months in a managerial or supervisory role; or
  2. An equivalent combination of education and experience, with at least 18 months in a supervisory or managerial capacity.

Possession of a professional procurement certification may substitute for up to one year of experience, but the supervisory experience requirement remains.

Preferred Skills
  • Knowledge of NYC PPB Rules.
  • Experience in developing solicitation documents.
  • Strong organizational, analytical, communication, and negotiation skills.
  • Proficiency in MS Outlook, Word, Excel.
  • Ability to manage multiple projects in a fast-paced environment.
  • Knowledge of Passport, FMS, DMSS systems.
