Responsibilities

  • Overseeing VEIP vendor performance, MBE compliance, and contract-related data.
  • Notify Contract Manager of deficiencies and assist in action planning.
  • Assist in training, development, and planning of program initiatives.
  • Develop and review reports for MBE, accounting, and contractor performance.
  • Assist in updating customer correspondence emails, mail, and website changes.
  • Schedule station and kiosk visits and analyze related data.
  • Review policies with vendor and test software updates as needed.
  • Monitor contractor work to ensure compliance with contract SOPs.
  • Compile and analyze VEIP data daily to identify trends.
  • Attend meetings with MDE regarding test data concerns.
  • Analyze data to provide recommendations to MVA VEIP management.

The Motor Vehicle Administration (MVA) is seeking a qualified candidate for the position of Administrative Officer III. This position is responsible for monitoring the Vehicle Emissions Inspection Program (VEIP) Contractor's compliance with the contract and the Administration's goals through data analysis. This position will develop, implement, and enforce new policies and procedures to ensure adequate monitoring of the emissions contractor. This position communicates with the contractor regarding identified deficiencies and oversees the contractor's course of action.

Responsibilities
  • Overseeing the VEIP vendor, MBE compliance, Liquidated Damages, Station reporting data, and contractor's performance.
  • Notifying the Contract Manager of any deficiencies and assist in planning a course of action.
  • Assisting in the oversight of training, development, and planning of program initiatives.
  • Developing and reviewing reports for MBE, Accounting, and contractor performance.
  • Assisting in updating customer correspondence emails, mail, and website changes as needed.
  • Scheduling station and kiosk visits, analyzing station and kiosk data.
  • Continuously reviewing and developing policies and procedures in conjunction with the vendor to ensure program compliance and resolving issues. Reviewing software updates and performing testing to make recommendations for approval.
  • Monitoring the work of contract to contractor and contract employees to ensure they are adhering to the contract and standard operating procedures.
  • Compiling and analyzing the Vehicle Emissions Inspections Program data daily to identify trends and irregularities within the program.
  • Attend meetings with MDE regarding their concerns with test data.
  • Analyzing data to provide recommendations and solutions to the MVA Vehicle Emissions Inspection Program management team.

The current position is located at our MDOT MVA Glen Burnie Headquarters (Anne Arundel County).

Minimum Qualifications

Education: A bachelor's degree from an accredited college or university.

Experience: Three (3) years of experience in administrative or professional work. One (1) year of the required experience must have involved experience in contract monitoring, contract compliance, or contract management.

Notes: 1. Additional experience as defined above may be substituted for the required education on a year-for-year basis. 2. Additional graduate-level education at an accredited college or university may be substituted at the rate of thirty (30) semester credit hours for the required experience on a year-for-year basis. 3. Candidates may substitute U.S. Armed Forces military service experience involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules, or regulations, or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.
