This is a contractual position with limited State of Maryland benefits. Work that Matters. The Maryland Department of Housing and Community Development (DHCD) is a national leader in community development and affordable housing. The Just Communities Act (HB241/SB308, signed into law in 2024) empowers DHCD’s Secretary to recommend communities impacted by segregation and discrimination to the Governor for prioritization in State funding. The implementation of the legislation is led by the Division of Just Communities (DJC), which serves as the State’s racial equity and social justice hub. DJC is responsible for designing, developing, and implementing data-driven tools like the Just Communities designation geospatial map and Displacement Risk Tool.

This position offers a salary range of $25.80 - $28.96/hour, with potential for advancement up to $41.39 based on qualifications, equity, and hiring guidelines. Initial salary offers are determined by qualifications, experience, and available budget, typically not exceeding $28.96.

The DJC Administrator handles responsibilities assigned by the Assistant Secretary of Just Communities and Deputy Director, including:
High school graduation or equivalent. Two years of administrative or professional experience. Substitutions include 30 college credits per year of experience, a Bachelor's degree, or military service involving staff work and independent judgment.
Experience with Just Communities work, stakeholder engagement, and project management from concept to completion.
Valid motor vehicle operator’s license in Maryland if duties require driving.

Successful candidates will be on the eligible list for at least one year and must demonstrate eligibility to work in the U.S. The department is not sponsoring H-1B visas at this time.
