Job description

This is a contractual position with limited State of Maryland benefits. Work that Matters. The Maryland Department of Housing and Community Development (DHCD) is a national leader in community development and affordable housing. The Just Communities Act (HB241/SB308, signed into law in 2024) empowers DHCD’s Secretary to recommend communities impacted by segregation and discrimination to the Governor for prioritization in State funding. The implementation of the legislation is led by the Division of Just Communities (DJC), which serves as the State’s racial equity and social justice hub. DJC is responsible for designing, developing, and implementing data-driven tools like the Just Communities designation geospatial map and Displacement Risk Tool.

This position offers a salary range of $25.80 - $28.96/hour, with potential for advancement up to $41.39 based on qualifications, equity, and hiring guidelines. Initial salary offers are determined by qualifications, experience, and available budget, typically not exceeding $28.96.

LOCATION OF POSITION

7800 Harkins Road, Lanham, MD 20706. The department is located in Prince George's County, across from the New Carrollton Metro stop.

POSITION DUTIES

The DJC Administrator handles responsibilities assigned by the Assistant Secretary of Just Communities and Deputy Director, including:

  1. Program Management: Assist in managing the Department’s programs and initiatives, coordinate with staff and partners, create project timelines, and track deliverables.
  2. Strategic Planning: Support development and implementation of strategic plans, policy initiatives, and special projects, integrating activities with other staff.
  3. State Partnerships: Develop relationships with agencies such as MDE, DNR, MDOT, MDP, and MDOA. Support interagency meetings, workgroups, and committees.
  4. Strategic Initiatives/Partnerships: Coordinate joint efforts, proposals, and innovations with internal and external partners. Support metrics, KPIs, and legislative drafting related to fair housing and policy.
  5. Research: Conduct research on best practices, summarize findings, and pursue specialization in areas like data management and community engagement.
MINIMUM QUALIFICATIONS

High school graduation or equivalent. Two years of administrative or professional experience. Substitutions include 30 college credits per year of experience, a Bachelor's degree, or military service involving staff work and independent judgment.

DESIRED OR PREFERRED QUALIFICATIONS

Experience with Just Communities work, stakeholder engagement, and project management from concept to completion.

LICENSES, REGISTRATIONS, AND CERTIFICATIONS

Valid motor vehicle operator’s license in Maryland if duties require driving.

SELECTION PROCESS
