Introduction

This is a contractual position with limited State of Maryland benefits.

The Maryland Department of Housing and Community Development (DHCD) is a national leader in community development and affordable housing. The Just Communities Act (HB241/ SB308, signed into law in 2024) empowers DHCD’s Secretary to recommend communities impacted by segregation and discrimination to the Governor for prioritization in State funding. The implementation of the legislation is led by the Division of Just Communities (DJC), which serves as the State’s racial equity and social justice hub. As such, DJC is responsible for the design, development, and implementation of first-of-their-kind data-driven tools, such as the Just Communities designation geospatial map and Displacement Risk Tool.

This position offers a salary range of $25.80 - $28.96/hour, with potential for advancement up to $41.39 based on qualifications, equity, and hiring guidelines. Initial salary offers are determined by qualifications, experience, and available budget, and typically do not exceed $28.96.

POSITION DUTIES

Responsibilities

The DJC Administrator position handles all responsibilities assigned by the Assistant Secretary of Just Communities and Deputy Director in the areas of:

  • Program Management – Assist the Division of Just Communities (DJC) in the routine management of the Department’s programs and initiatives; work with internal staff and external partners to ensure that the most essential items and priorities are completed successfully. Create and maintain project timelines and track key deliverables.
  • Strategic Planning – Assist the Assistant Secretary of Just Communities and the Deputy Director in developing, implementing, and tracking strategic planning and exploring policy initiatives, including long-term or short-term special projects. Collaborate with other staff to integrate strategic plans and program activities.
  • State Partnerships - Assist DJC in developing relationships with state agencies to identify areas of partnership. Key departmental relationships include: MDE, DNR, MDOT, MDP, and MDOA This set of responsibilities also includes supporting the Division at interagency meetings, workgroups, and committees as assigned.
  • Strategic Initiatives/ Partnerships - Work with internal staff and external partners to track and coordinate joint efforts, including proposals, improvements, and innovations. Work with the Division of Policy, Strategy and Research (including Office of Legislative Affairs, Office of Policy Development, and the Office of Research and Compliance) to provide ongoing support on metrics, Governor’s Performance Key Performance Indicators, HB90 Affirmatively Furthering Fair Housing, and drafting legislation for submission and consideration by the General Assembly. Assist with inquiries and requests regarding technical assistance.
  • Research - For priorities of the DJC, research best practices based on available literature, conversations with experts, and experiences of other states. Summarize these findings in writing products to the Assistant Secretary of Just Communities and the Deputy Director. Pursue specialization in several subject matters, such as program data management and community engagement

Minimum Qualifications

Education : Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience : Two years of administrative staff or professional work.

Notes

  • Candidates may substitute 30 credit hours from an accredited college or university for one year of the required experience.
  • Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.

  • Experience increasing stakeholder involvement among grassroots and grasstopss leaders, grantees, and borrowers
  • Experience managing workflows and projects from concept to completion and approval

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

Benefits

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of on hour for every 30 hours worked, not to exceed 40 hours per calendar year.
