Job summary

The Division of Employment Security within the State of Missouri is seeking an Hearings/Appeals Referee to conduct quasi-judicial hearings and prepare written decisions, with a 40-hour work week and full state benefits.

Minimum qualifications include a JD or a BA with 3 years of relevant experience, and licensure to practice law in Missouri. The role emphasizes thorough case review, documentation, and adherence to precedents.

Qualifications

• Juris Doctorate degree or a Bachelor's degree and 3 years of professional experience in the programs subject to the administrative hearings review.
• Substitutions may be allowed.

Responsibilities

• Conduct quasi-judicial hearings with interested parties and their counsel: place witnesses under oath, question witnesses to ascertain pertinent facts, see that hearings are properly recorded, admit or exclude evidence, and facilitate the cross-examination of witnesses.
• Prior to hearing, review the Division exhibits and documentation submitted by the parties and make necessary preparations to address the issues pertinent to the hearing.
• Prepare written decisions, or orders, applying pertinent provisions of the law and following established precedents.
• Study precedent decisions in similar cases as a guide for making decisions.
