City of Santa Fe Springs seeks an Administrative Analyst (non-exempt) to perform complex administrative, financial, system, and statistical analysis in support of the Public Works & Utilities department.
Under supervision, the role develops budgets, analyzes legislation, and coordinates grant funding while maintaining and presenting reports to management. A 4x10 schedule is required, with occasional evening meetings.

Under direct supervision of the Public Utilities Superintendent, performs complex administrative, financial, system, statistical and other technical analysis in support of Department of Public Works & Utilities activities, functions and programs; provides sound, professional recommendations for action and significant assistance in policy, procedure and budget development and implementation; and performs related duties as assigned.
This Administrative Analyst performs complex and difficult analytical work and staff support within the Department of Public Works & Utilities; assignments will vary. Incumbents address issues, attend to the needs of management staff, and typically performs under conditions requiring a very high degree of sound independent judgment, initiative and the need to effectively handle multiple deadlines and changing priorities.
Performs other related duties or responsibilities as assigned.
This position may have limited oversight responsibilities of technical and administrative support staff, but no direct supervisory responsibilities.
Monday – Thursday 6:30 AM –5:00 PM (4x10 work week)with a 30-minute lunch break. The position must be available to attend evening and weekend meetings as well as respond to emergency situations.
Regular, local travel is expected for this position. Occasional out of town travel for conferences, workshops, and various training opportunities is likely.
Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
A Bachelor's degree in Public Administration, Business Administration, or a closely related field from an accredited College or University.
Three years of experience comparable to an Administrative Assistant.
Experience in water utility administration, including regulatory compliance and reporting (DDW, SWRCB, EPA), water conservation program support, data collection and analysis of production and consumption data, water loss analysis, and assistance with water plans such as the Urban Water Management Plan, Water Shortage Contingency Plan, and Emergency Response Plan. Additional experience with capital improvement project support, grants and funding applications, budget tracking, RFP/RFQ coordination, customer service for water-related inquiries, and maintaining compliance records and documentation is highly desirable. Candidates with experience in AMI data analysis, Council agenda preparation, and legislative review are strongly preferred.
Must complete post-offer/pre-employment Department of Justice finger printing and background screening. Work authorization as required by the U.S. Citizenship and Immigration Services is mandatory within three business days of hire.

This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift books and files from shoulder-level and above, carry, push, and pull materials and objects weighing up to40 pounds. Visual acuity to perform routine filing of documents is required; and use of a computer keyboard and software. While performing the duties of this job, the employee is regularly required to see, talk, and hear.
