Job summary

The Metropolitan Water District of Southern California is seeking a Senior Administrative Analyst to support the Facility Management Unit at Headquarters in Los Angeles. The role coordinates facility repairs, maintenance, and construction activities, and helps develop procedures, requisitions, and vendor contracts.

Qualifications

  • Bachelor's or Master’s degree in a related field with relevant facilities maintenance experience.
  • Experience with office support, data analysis and contract administration.
  • Valid California driver's license or equivalent required at time of application.

Responsibilities

  • Provide senior-level administrative oversight of facility maintenance and operations across core facilities infrastructure (HVAC, plumbing, electrical).
  • Administer facility service contracts and monitor vendor compliance and performance.
  • Assist in developing scopes of work, project schedules, and performance metrics; coordinate with external contractors and internal staff.
  • Track regulatory and safety compliance documentation; review invoices and funding for purchase orders.
  • Develop and update standard operating procedures and training materials for building engineers and service providers.
  • Oversee facility usage requests for internal and sponsored events to ensure smooth operations.
  • Serve as a key member of the Headquarters Incident Command Center and support emergency events and facility-related incidents.

The Senior Administrative Analyst supports the Facility Management Unit overseeing Metropolitan Water District’s Headquarters buildings by coordinating facility repairs, maintenance, and construction activities. The role develops and reviews operating procedures, prepares requisitions and scopes of work, and assists with contract administration for a variety of facility service providers. It also manages facility usage requests and ensures efficient operations and a positive experience for building occupants and visitors.

What You'll Do
  • Facility Maintenance & Operations Support: Provide senior-level administrative oversight and coordinate preventive, routine, and corrective maintenance across core facilities infrastructure, including plumbing, mechanical/HVAC, and electrical systems.
  • Contract & Vendor Management: Administer facility service contracts (including mechanical, janitorial, grounds, and pest control); participate in specification development, proposal evaluation, and contract negotiations; and monitor vendor compliance and performance metrics.
  • Project Planning & Review: Assist in developing scopes of work, project schedules, and performance metrics; review technical proposals and documentation to validate scope alignment; and coordinate construction and repair projects with external contractors and internal trades staff.
  • Quality Control & Compliance: Track regulatory and safety compliance documentation; perform administrative inspections to verify contractor work meets specifications; review and approve invoices; and ensure purchase orders are accurately funded.
  • Procedure Development & Documentation: Develop and update standard operating procedures, nontechnical operating guidelines, and training materials for building engineers and facility service providers.
  • Facility Usage & Event Coordination: Oversee facility usage requests for internal, sponsored, and special events to ensure efficient operations and positive user experiences.
  • Emergency Response & Incident Support: Serve as a key member of the Headquarters Incident Command Center and support emergency events and facility-related incidents.

This job announcement has been designed to indicate the general nature and level of work being performed by employees in this classification / job.

Schedule: 44/36 - Monday through Thursday 9-hour workdays; working Friday 8-hour workday; every other Friday off. Start times are no earlier than 6 am and end times are no later than 6 pm.

EMPLOYMENT STANDARDS MINIMUM QUALIFICATIONS

Education and Experience: Bachelor's degree from an accredited college or university in a related field and six years of relevant experience;

OR Master's degree from an accredited college or university in a related field and four years of relevant experience;

OR two years in an MWD Analyst classification.

Relevant Experience is defined as: professional experience in facilities maintenance, building operations, and office support services; application of workplace safety and compliance standards; data analysis and reporting; and contract administration activities including vendor oversight, service evaluation, and invoice processing.

License(s): Valid California Class C Driver’s License or equivalent that allows you to drive during your employment is required at time of application.
