Job summary

Texas Health and Human Services is seeking a Program Specialist II in Austin to support asset management activities within the Asset Management Office, Acquisitions Team. The role coordinates with purchasing, accounting, and statewide property management while training statewide inventory coordinators and ensuring compliance with state policies.

The incumbent will prepare asset‑management reports, track inventory, and assist management with risk analysis and policy improvements.

Qualifications

  • Minimum of 2 years’ experience in asset management, inventory control, or warehouse operations in a similar role.
  • Experience with computer use and related software.

Responsibilities

  • Coordinate with asset‑management staff and internal/external program areas to ensure completion of asset‑related tasks.
  • Communicate via email to ensure reports on asset updates and corrections are completed by statewide inventory coordinators.
  • Analyze and create training needs; train inventory coordinators for inventory system entries, acquisitions, disposal methods, and statewide annual inventories.
  • Review workflow for asset‑containing requisitions and purchase orders, ensuring correct asset coding and recommending corrections.
  • Analyze internal program‑area asset processes, recommend improvements, and implement approved procedural or policy changes.
  • Prepare, review, and provide specialized asset‑management reports to management on program area key measures, task completion, and goal attainment.
  • Assist program management with risk analysis and recommend policies and procedures improvements.
  • Coordinate, schedule, and conduct inventory spot checks statewide; update asset records as needed.
  • Serve as subject‑matter expert for inquiries, troubleshooting, and training for key contacts and customers.

Position Overview

Program Specialist II – Acquisitions, Program Specialist II

Brief Job Description

Program Specialist in the Asset Management Office, Acquisitions Team. Provides support, coordinates with other agency program areas such as purchasing, accounting, and statewide property management for asset‑management related tasks and functions. Trains state‑wide inventory coordinators and AMO team staff, serves as a subject‑matter expert for external program area customers, ensures compliance with Comptroller of Public Accounts policies, and prepares special reporting related to program area key measures and inventory results. Performs asset‑management duties including tracking, tagging, inventorying and updating system records, and assists in program analysis, recommendations, and implementation of procedural or policy changes.

Additional Information

This position involves physical activity, including lifting up to 50 lbs, bending, stooping, and standing for extended periods. The work environment may include outdoor, office, and/or warehouse settings, and occasional local travel within the city is required for inventory duties.
