Job summary

OBXtek is seeking an Acquisition Subject Matter Expert to support the Army's UNM organization in Virginia. The role focuses on cost estimating, budget activities, and development of acquisition packages while adhering to FAR/DFARS/AFARS and PdM UNM policies.

Responsibilities include drafting memos, coordinating teleconferences, and maintaining contract and portfolio spreadsheets. The position is based in Fort Belvoir, VA, with 100% in-person work.

Qualifications

• 8–10 years experience in acquisition
• Bachelor’s Degree required; Master’s preferred
• DAU Level II in Contracting (or FAC-C) required before start date

Responsibilities

• Support UNM cost estimating and budget activities across life cycle phases.
• Assist in development of acquisition requirement packages and provide contracting support per FAR/DFARS/AFARS and PdM UNM policies.
• Draft contracting memos (JEFOs, Brand/ Limited Source, RFIs, IGCEs, Market Research, Letters of Concern, and Action Briefs).
• Coordinate and lead teleconferences with IPT leads, KOs, and leadership as needed.
• Maintain and update contract spreadsheets showing funding status, history, and invoices; update portfolio-wide data.
• Maintain pre-award WBS for the PM and generate weekly briefing slides on contracting activity.

Job description

OBXtek is currently staffing for an Acquisition Subject Matter Expert supporting the Product Manager for the Army's United Network Modernization (UNM) organization.

• Support assisting UNM in cost estimating and/or budget activities inclusive of all life cycle phases.
• Support the Government in the development of acquisition requirement packages and performs contracting support functions in compliance with the FAR, DFARS, and as supplemented by the Army Federal Acquisition Regulations (AFARS), Army procedures, and Product Manager (PdM) UNM organizational policies/procedures.

• Draft contracting memos including but not limited to Justification for Exception to Fair Opportunity (JEFO) Determination and Findings, Brand Name Justifications, Limited Source Justifications, Requests for Information (RFIs), Independent Government Cost Estimate (IGCEs), Market Research, Letters of Concern, Acquisition Strategy Course of Action Briefs, etc.
• Coordinate and lead teleconferences with IPT leads, KOs, and leadership as needed.
• Generate and update spreadsheets per contract illustrating contract history, status of funding on contract, and invoice status
• Update global spreadsheets on the entire portfolio of contracts
• Maintain pre-award WBS for the PM
• Generate briefing slides on contracting activity on a weekly basis

Place of Performance is Fort Belvoir, VA (100% in-person)

Salary Range $120,000 - $135,000 per year

Active Secret Clearance

• 8-10 years experience of related acquisition experience

• Bachelor’s Degree; prefer Master's Degree
• Will be required to have Defense Acquisition University (DAU) Level II in Contracting (or higher) or Federal Acquisition Certification in Contacting Level II (FAC-C) certificate prior to start date
