Qualifications

  • Twenty years of DoW work experience.
  • At least three years in SAP and/or SCI within the last five years.
  • MS/MA or MBA (or equivalent) in management, business, accounting, finance, logistics, or STEM; or BS/BA with 25 years of relevant DoW experience.

Responsibilities

Job description

MTSI is seeking a Program Manager SME with strong expertise in International Architecture and Export Control to support AFLCMC/WA at Wright‑Patterson AFB, Ohio. The successful candidate will lead and advise on international program integration, foreign military sales (FMS), export control, and technology transfer activities across new and ongoing Fighters and Advanced Aircraft enterprise efforts. This role requires engagement across the full acquisition lifecycle, including international requirements development, cross‑platform integration planning, program control, foreign disclosure coordination, test planning, configuration management, production and manufacturing considerations, quality assurance, and sustainment/logistics. The position demands a strong understanding of international acquisition pathways, compliance with export control regulations (including ITAR/EAR), and the ability to navigate complex foreign partner architectures and interoperability needs. Ideal candidates will demonstrate mastery of the DoD acquisition process, deep experience in international program execution, and broad knowledge of AFLCMC/WA enterprise modernization efforts. The successful candidate must be capable of independently leading program management tasks that support international architecture development and secure technology transfer. Experience working in cross‑cutting capability development, enterprise‑level integration, or horizontally aligned acquisition organizations is highly desirable.

Responsibilities
  • Apply working knowledge of DoW acquisition processes and analytical methods to gather, analyze, and present information needed by program managers, ICT leads, and other stakeholders supporting horizontally integrated capability development.
  • Use integration, communication, coordination, organizational, and planning skills to support technical and acquisition activities across multiple functional areas, helping ICTs align capability efforts across platforms.
  • Identify issues and recommend practical solutions related to acquisition effectiveness, compliance, and cross‑platform integration within the ICT environment.
  • Assist in developing and drafting clear and accurate acquisition documentation that supports ICT objectives, cross‑system applicability, and enterprise alignment.
  • Interpret relevant department and center digital transformation guidance and support implementation efforts tailored to ICT portfolio needs.
  • Organize, track, and coordinate assigned program management tasks and ICT activities to help maintain synchronized capability development across platforms.
  • Support program/project integration activities, including ICT-driven horizontal integration, cross‑platform coordination, and collaboration with multiple stakeholder groups.
  • Develop and update a program’s Integrated Master Schedule (IMS), ensuring dependencies account for ICT activities and cross‑platform integration requirements.
  • Apply program management and basic systems engineering principles to ICT projects and acquisition challenges, providing informed input to project leads and engineers.
  • Assist program leadership and ICT leads by providing analysis and recommendations related to capability development, demonstrations, and integration across multiple systems.
  • Monitor program information assurance activities associated with classified networks and provide status updates to the program manager and ICT leadership as required.
  • Support the program director and ICT leadership during high‑level meetings, reviews, integration forums, inspections, conferences, and milestone events tied to cross‑platform capability development.
  • Coordinate interactions and maintain productive working relationships between the program office, ICTs, government organizations, contractors, and higher headquarters to support horizontally integrated capability initiatives.
  • Coordinate and collaborate with various stakeholder across multiple systems, technologies, and organizations. Work jointly with other cross‑functional ICTs.
Qualifications
  • Possess a minimum of twenty (20) years of relevant Department of War (DoW) work experience
  • Have no less than three (3) years’ experience in a Special Access Program (SAP) and/or Sensitive Compartmented Information (SCI) environment within the last five (5) years
  • MS/MA or higher in management, business, accounting, finance, logistics, or a STEM discipline or an MBA.
  • In lieu of a MS/MA or higher or equivalent professional degree, a BS/BA degree and twenty-five (25) years of relevant experience with the DoW, other government agency, or DoW contractor.
Clearance Requirements
  • Must possess an active DoD Top Secret (TS) security clearance with SCI eligibility
