Job summary

Skylla Engineering Ltd. is seeking an Acquisition Program Analyst to collaborate with stakeholders to prepare competency-based SITREPS and reports, and to develop and update key program documents and schedules.

The role requires a Bachelor’s degree with substantial DoD program experience, PMP/PM Advanced credentials, and strong communication skills for cross-functional teams and briefings.

Qualifications

  • Bachelor’s degree plus 8 years supporting DoD programs, including 4 years in a program office or IPT with documentation/schedule/funding responsibilities.
  • Experience with acquisition processes and development/preparation of acquisition documents.
  • PMP and/or Dept of War University PM Advanced level required.

Responsibilities

  • Collaborate with stakeholders to compile and deliver competency-based SITREPS/reports.
  • Develop SOPs in support of Program Office activities.
  • Develop, revise, and update acquisition documents (e.g., Acquisition Strategy, Acquisition Plan, Life Cycle Sustainment Plan).
  • Develop and maintain Program Integrated Master Schedules.
  • Participate in Systems Engineering Technical Reviews, Logistics Assessments, and Milestone Decisions.
  • Support Program Management Review briefs and VIPER-based Probability of Program Success analyses.
  • Support and participate in Program Integrated Product Teams; manage meeting schedules and minutes.

The Acquisition Program Analyst Responsibilities
  • Collaborate with stakeholders to compile and deliver competency based SITREPS/reports.
  • Develop Standard Operating Procedures in support of Program Office activities.
  • Provide program analysis through the development, revision, and update of statutory, regulatory, and programmatic acquisition documents such as, but not limited to Acquisition Strategy/Acquisition Plan, Acquisition Program Baseline, Life Cycle Sustainment Plan, Systems Engineering Plan, Test and Evaluation Plan, etc.
  • Develop, update and maintain Program Integrated Master Schedules.
  • Support all acquisition competencies through participation in Systems Engineering Technical Reviews, Logistics Assessments, and Milestone Decisions.
  • Support the development of Program Management Review Briefs.
  • Conduct VIPER-based Probability of Program Success analysis.
  • Support and participate in Program Integrated Product Teams. Develop meeting schedules, agendas, and meeting minutes as required.
  • Assist in identifying, assessing, and documenting Programmatic Risks.
  • Update Program Knowledge Centers.
  • Create and manage SharePoint-based workflows
  • Track Program Action Items.
  • Develop responses to ETMS2 taskers and route to the customer for approval.

Required Skills
  • Ability to work in a fast-paced environment.
  • Excellent customer facing and internal oral and written communications skills
  • Drafting acquisition documents and decision papers from Team Lead intent.
  • Jira and Confluence at user/reporter level; ETMS2
Desired
  • Ability to create IMS schedules using OnePager Pro
Required Experience
  • Bachelor’s degree, plus five (8) years supporting DoD Programs, including 4 years embedded in a program office or IPT with responsibility for program documentation, schedule or funding execution support. 6 years experience in lieu of a degree.
  • Experience with acquisition processes and the development and preparation of acquisition documents.
  • PMP and/or Dept of War University PM Advanced level required.
Desired
  • Experience supporting a Marine Corps or DoD customer.
