Job summary

RSI EnTech, LLC is seeking an Acquisition Planner in Morgantown, WV to coordinate, write, and manage subcontracting documents, ensuring alignment with federal requirements and project objectives. The role acts as the liaison among project teams, PMO, and acquisitions personnel to drive effective contract actions.

The candidate will support acquisition strategies, prepare documentation, and participate in program reviews, while coordinating with site leads and control account managers.

Qualifications

• Bachelor's degree in business administration, construction management, engineering, finance, or related discipline.
• Experience in lieu of education considered for the right candidate.
• Minimum 7 years of relevant experience; 10 years preferred.

Responsibilities

• Write clear subcontracting documents including scope statements, terms, and pricing.
• Ensure documentation follows FAR/DEAR and regulatory guidelines.
• Adhere to OSHA safety regs and labor laws in subcontracting.
• Participate in programmatic groups to share knowledge and refine subcontracting capabilities.
• Contribute to reviews and revisions of acquisition documents and processes.
• Assist in training content for subcontracting processes and closeout.

Position Summary

RSI is recruiting for an Acquisition Planner who will be responsible for coordinating, collaborating, and developing/writing subcontracting documents to ensure alignment with organizational objectives, applicable federal requirements, and work planning needs. This position serves as the key liaison among project managers (including site leads, and Control Account Managers), technical teams, program management office (PMO) and acquisition services personnel to ensure acquisition strategies and contract actions effectively support organizational priorities and successful outcomes.

Hiring Range: $80,000.00 to $110,000.00 per year. (The anticipated starting salary is based on the posted minimum requirements for this position. The offered salary will be based upon the selected applicant’s education, training, and experience.)

This position is required to travel 15% or more of the time.

Essential Duties and Responsibilities

• Write clear and concise subcontracting documents to include accurate scope statements and requirements, terms, and pricing structures.
• Ensure all subcontracting documents follow statutory and agency-specific guidelines and adhere to the Federal Acquisition Regulation (FAR) and Department of Energy Acquisition Regulation (DEAR).
• Ensure subcontracting documents adhere to local, state, and federal requirements, including safety regulations (such as OSHA), and labor laws.
• Participate in programmatic working groups and Community of Practices (CoP) to share knowledge, identify trends, establish resolutions, improve training content and refine the program’s subcontracting capabilities.
• Participate in acquisition or procurement document and process reviews and revisions.
• Contribute to training content for subcontracting processes, management, and closeout.
• Other duties as assigned.

Required Education and Years of Relevant Experience

• Bachelor’s degree in business administration, construction management, engineering, finance, or related discipline. Experience in lieu of education considered.
• Minimum of 7years of relevant experience supporting environmental or construction contracts. 10 years of experience preferred.

Licenses and Certifications

• Valid Driver’s License
• Active or prior CFCM, DAWIA, or FAC-C certifications preferred.

Required Skills and Abilities

• Strong analytical capabilities, verbal and written communication, technical writing and working among multi-disciplinary and cross-functional project teams.
• Strong workload management skills, prioritizing assignments, identifying and communicating scheduling conflicts.
• Able to identify workflow process inefficiencies, formulate improvement opportunities, and contribute to and follow through implementing improvements to optimize workflow processes.
• Familiarity with procurement laws and regulations supporting a federal client, including Federal Acquisition Regulation (FAR) and Department of Energy Acquisition Regulation (DEAR).
• Familiarity with prime contractor requirements supporting Depart of Energy (DOE) Integrated Safety Management Systems (ISMS), including emergency management, environmental, safety and health, quality assurance, quality control, and security for field work controls/requirements.
• Familiarity with engineering, environmental and construction projects, practices, and processes.
• Strong background in Government and Military acquisition framework including experience managing complex acquisition programs, acquisition planning, acquisition package development, and source selection.
