SUMMARY:
The Acquisition Consultant / Senior Management Analyst will support the Defense Health Agency (DHA).
DHA is responsible for the effective execution and operation of the Department of Defense (DoD) medical mission, which is to provide medical services and support to specified categories of individuals entitled to DoD medical care.
ESSENTIAL DUTIES AND RESPONSIBILITIES:

- Responsible for standardizing, centralizing, coordinating, and integrating information. Ability to self-start and multitask in a fast-paced environment and prioritize multiple tasks with minimal supervision.
- Build and maintain relationships with external stakeholders, including standardization for acquisition reporting requirements, program execution, and centralizing this information in SharePoint to inform key stakeholders of new acquisition policies, processes, and trending information. Ensure acquisition processes are followed, and reporting is timely and accurate. Establish comprehensive operational procedures incorporating technical solutions to adapt to the evolving environment.
- Must have the ability to communicate accurate information effectively.
- Provide advice, support, and systems engineering consulting services to the DHA CAE and CSE to implement Federal and DoD systems engineering requirements.
- Coordinate closely with the CSE and support contractors to integrate systems engineering considerations into all planning, implementation, management, sustainment, and oversight activities.
- Research and analyze DoD policy, draft and coordinate DHA systems engineering policy and standards. Assess acquisition programs in development, deployment, or sustainment for compliance with functional sponsor requirements, federal and DoD statutory and regulatory systems engineering standards, and best practices. Review milestone and decision acquisition documentation for completeness and soundness, providing recommendations. Support systems engineering leadership within the acquisition structure to ensure integration and interoperability across DHA.

EDUCATION AND EXPERIENCE:
Requirements:
- Bachelor's degree required.
- Minimum of 10 years of experience with extensive knowledge in resource planning, analyzing funding trends, system deployment, new programs, and organizational realignment. Master's degree counts as three years of experience.
- Effective verbal and written communication skills.
COMPUTER SKILLS:
- Proficiency in MS Office, MS Project, and Adobe Acrobat.
CERTIFICATES, LICENSES, REGISTRATIONS, CLEARANCE:
- Eligible to obtain and maintain a DoD Secret security clearance if required.
PHYSICAL DEMANDS:
- Ability to sit for extended periods, handle objects, reach with hands and arms, and communicate effectively.
- Work involves extensive use of computers for analysis and reporting.
- May occasionally lift or move weights less than 15 pounds.
