Job description

Koniag Professional Services, a Koniag Government Services company, is seeking an Acquisition Budget Analyst with a TS/SCI clearance to support KPS and our government customer at the Mark Center, Alexandria, VA.

Koniag Professional Services (KPS) currently has an opening for an Acquisition Budget Analyst for the Acquisition Integration and Interoperability (AI2) Office in the Office of the Under Secretary of Defense for Acquisition and Sustainment (OUSD(A&S)). The successful candidate will provide support managing and interpreting portfolio-based capability financial management in support of the AI2 team that delivers mission-critical capabilities directly supporting our Nation’s warfighters. The candidate will support financial and cost assessments and provide recommendations to senior US Government personnel guiding the acquisition and execution of capabilities portfolio management. The candidate will assist the AI2 Office in developing DoD Command and Control portfolio-wide financial oversight mechanisms. They will also contribute to AI2 capability needs statements, contracting strategies, and the fiscal impact of contracting approaches.

Responsibilities:

  • Analyzes federal acquisition policies, regulations, directives, and guidelines related to data, command and control, digital, and artificial intelligence acquisitions, ensuring understanding and compliance within the organization.
  • Interprets and applies acquisition policies to inform decision-making processes, procurement strategies, and contract actions.
  • Perform complex financial analysis of Advana contracting and schedules to inform senior government personnel.
  • Identify potential tradeoffs within and among multiple programs and provide executive managers with resource alternatives.
  • Review program costs as the basis of recommendations to authorized Government personnel.
  • Evaluate portfolio budget execution, assessing the impact of developing trends and issues using appropriate methodologies to determine if the program is proceeding within available resources and is consistent with goals.
  • Drafts a Joint Acquisition Program Objective Memorandum (POM) for Government review based on validated program requirements.
  • Supports requests for information by the Director of the Cost Assessment and Program Evaluation (CAPE) office. Such support will also take the form of drafting Capability Needs Statements and collecting the necessary technical information and cost estimates to provide constructive feedback.
  • Conducts research and stays abreast of budgetary changes in acquisition laws, regulations, and industry best practices, providing recommendations and updates to stakeholders as needed.
  • Supports the preparation and submission of acquisition cost-related reports, certifications, and documentation to regulatory agencies and oversight bodies as required.
  • Assists other team members in their tasks and initiatives to accomplish the overall mission.


Requirements:

  • 10+ years of experience
  • Knowledge and experience with federal acquisition policies, regulations, directives, and guidelines related to command and control, data, and artificial intelligence acquisitions.
  • Experience providing guidance and support to acquisition professionals, project managers, and stakeholders on budgetary issues or Budget Estimate Submissions.
  • Experience preparing acquisition cost-related reports, certifications, and documentation for submission to regulatory agencies and oversight bodies
  • Strong organizational, project management and problem-solving skills with impeccable multi-tasking abilities.
  • Ability to uphold a strict level of discretion and confidentiality.
  • Ability to take cost-informed action and build a presentation to convey the impact to the greater mission.
  • Highly motivated professional and capable of managing a demanding workload while prioritizing and managing competing priorities
  • Demonstrates excellent communication skills, a high level of integrity, critical thinking, and leadership courage.
  • Advanced MS Word and PowerPoint skills; proficient MS Teams, Excel, and Outlook application skills.
  • Ability to work both independently and as part of a team.
  • Bachelor’s Degree in a related discipline or field.

  • Bachelor’s Degree in related field.
