Job summary

Specialty Systems, Inc. is seeking an Acquisition Analyst, Sr to support a government client at Patuxent River, MD.

You will coordinate with SIGINT IPT Leads and across Level I/II IPTs, USN Fleet and CPP to align SIGINT objectives with contract management for development, production and sustainment of SIGINT HW/SW. Responsibilities include market research, procurement planning, vendor evaluations, contract negotiations support, and compliance with regulations.

Qualifications

• 10 years of experience performing work related to the labor category functional description and a MA/MS degree in a relevant subject or discipline
• At least 3 years of the 10 years of experience must be within the last 5 years
• Supports the development of program acquisition documentation such as Acquisition Plans (AP), Acquisition Strategy Reports (ASR), Procurement Initiation Document (PID), Statement of Work (SOW), funding documents, Contract Data Requirements Lists (CDRLs), and Acquisition Program Baseline Agreements (APBA)
• Assess program procedures, practices, philosophies, and documentation for compliance with specifications, contracts, and mission requirements.
• Attends, participates, supports, analyzes, provides input, develops, prepares and reports on briefs, point papers, reports, correspondence, meetings, conferences, and review boards.
• Active TS Clearance

Responsibilities

• Execute all aspects related to the SIGINT Contract Management.
• Conduct in-depth analysis of procurement needs, develop acquisition strategies, and monitor contract execution in compliance with regulations.
• Support requirements planning and execution across the SIGINT portfolio, including management of multiple OEMs and government activities.
• Conduct market research with potential vendors and analyze market trends to determine best acquisition approaches.
• Develop detailed procurement plans with statements of work, milestones, and budget estimates.
• Assist with proposal evaluations by reviewing vendor proposals, assessing technical capabilities, cost analysis, and identifying risks.
• Assist with contract negotiations by supporting CORs and contracting officers in negotiations.
• Assist with contract administration by monitoring performance, managing change orders, and resolving disputes.
• Assist with compliance oversight by ensuring adherence to government procurement regulations and policies.
• Assist with cost analysis by evaluating vendor pricing and identifying cost-saving opportunities.
• Data analysis to identify trends and inform acquisition decisions.
• Stakeholder coordination with program managers, legal counsel, and internal stakeholders to align on acquisition strategies.

Job Summary

Specialty Systems, Inc has an opening for an Acquisition Analyst, Sr supporting the government client in Patuxent River, MD. The qualified candidate will provide direct support to the SIGINT IPT Leads by coordinating across other Level I and II IPTs, USN Fleet and CPP to ensure alignment of SIGINT objectives as it relates to contract management for the Development, Production and Sustainment of SIGINT HW/SW capabilities.

Responsibilities

Execute all aspects related to the SIGINT Contract Management. This includes conducting in-depth analysis of procurement needs, developing acquisition strategies, and monitoring contract execution in compliance with regulations, working closely with program personnel and contracting officers throughout the procurement process. Support requirements planning and execution across the SIGINT portfolio. This involves contract management of the 9 different OEMs and 12 other government activities (GSA, NIWC, NSA, NSWC Crane, Wallops, PMA-290, NAWCAD, NSMA, NAVSEA, NAVSUP, DLA, NUWC).

Key responsibilities include:

Required Education:

• Business or Business Discipline. MA/MS any of the following specific subjects, disciplines, or areas of work experience only Business Administration, Business Management, Project Management, Economics, Finance, Accounting, Data Analytics / Management, or related derivative degrees.
