Description
The Acquisition Analyst (Senior) leads acquisition planning, documentation, and execution activities across Army programs, identifying and applying innovative strategies and flexibility in delivering capabilities. This role ensures alignment with Department of Defense (DoD) and U.S. Army acquisition lifecycle requirements, with a focus on developing and refining acquisition strategies, contract artifacts, and milestone documentation. Operating in a fast-paced, Agile-informed environment, the Acquisition Analyst applies expertise across the acquisition lifecycle—from requirements definition through delivery—to ensure programs meet schedule, cost, and performance objectives. The role requires close coordination with leadership, stakeholders, and acquisition communities to drive compliant, well-informed decision-making across all phases of program execution.
Duties and Responsibilities (including but not limited to)
- Analyze and evaluate acquisition impacts, risks, and interdependencies, and surface recommendations and operational impacts to program leadership
- Lead acquisition lifecycle activities (e.g., strategic planning, analyses, execution) across cost, schedule, contract, risk, reporting, and program performance areas within designated program(s)/project(s)
- Review and interpret policy and guidance from the Army Acquisition Executive and translate directives into actionable program strategies, processes, procedures, and documentation
- Ensure alignment of acquisition policy and procedures with DoD, Department of the Army (DA), and Program Executive Office (PEO) objectives
- Apply expertise in acquisition and contracting policies, principles and guidance, legal considerations and compliance, program planning, program execution tracking and reporting, and risk mitigation across execution and delivery
- Monitor evolving acquisition and programmatic guidance and ensure specific planning direction is incorporated into program execution
- Develop and maintain acquisition documentation aligned with the designated program acquisition framework (e.g., DoD Instruction (DoDI) 5000.75, DoDI 500.87), such as Acquisition Strategies/Plans, Test and Evaluation Plans
- Facilitate input gathering from program office representatives and stakeholders through structured collaboration mechanisms to develop and refine acquisition products
- Collaborate with contract and financial teams on acquisition and contract strategies, approaches, and selection of acquisition framework (e.g., DoDI 5000.75, DoDI 5000.87) and contract type (e.g., Other Transaction Authority, Federal Acquisition Regulations (FAR)-based), including developing courses of action for leadership consideration and decision
- Contribute to contract activities such as market research, including Requests For Information (RFIs), Commercial Solutions Openings (CSOs), and industry engagement materials, and Acquisition Requirements Package product development
- Define, track, and manage program metrics
- Leverage data visualization tools to communicate acquisition status and performance metrics in support of program reporting requirements
- Develop / contribute to program planning products (e.g., strategies, schedules/roadmaps), financial products (e.g., budgets, Program Objective Memorandum (POM) submission), and program reporting products
- Represent the program in acquisition working groups, milestone reviews, Configuration Steering Boards, and other governance forums to identify issues and propose acquisition solutions
- Collaborate with combat developers, requirements owners, and internal stakeholders to align acquisition execution with user needs
- Evaluate user requirements and assess compliance with acquisition policy to ensure delivery approaches are traceable, cost-effective, and performance-aligned
- Establish and maintain relationships across acquisition and evaluation communities to remain informed on relevant policy, priorities, and best practices
- Maintain and analyze acquisition-related data for all assigned programs and ensure accurate, timely input into required systems and reports
- Use Project Management Resource Tools (PMRT) to manage data and generate acquisition documentation
- Prepare monthly and quarterly acquisition reports, ensuring clarity, traceability, and readiness for leadership review
- Deliver reports and documents that represent program execution requirements
Required Qualifications
- Bachelor’s degree in a relevant field (e.g., Acquisition and Contract Management, Program Management, Business Administration, or related discipline) or an additional two (2) years of experience
- 8+ years of experience managing DoD or Army acquisition lifecycle activities, including documentation development, milestone planning, and policy interpretation
- Extensive knowledge of the DoD 5000 series, Federal Acquisition Regulations (FAR)/Defense Federal Acquisition Regulation Supplement (DFARS), and Army acquisition guidance
- Demonstrated ability to develop required acquisition documentation across acquisition frameworks (DoDI 5000.75, DoDI 5000.87)
- Ability to work independently in a high-paced environment while managing multiple acquisition priorities
- Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint, Outlook), SharePoint, Teams, and PMRT or equivalent acquisition tools
- Experience with program reporting requirements and understanding of acquisition governance processes
- Strong written and verbal communication skills with experience producing acquisition briefings and milestone-ready documentation
- Must possess and maintain a Secret Security Clearance
Desired Qualifications
- Experience working with Army-specific acquisition offices
- Experience in Agile acquisition environments or iterative acquisition planning methods
- Familiarity with Army program management office organization structures and command structures
- Working knowledge of data visualization tools such as Power BI for acquisition reporting
- Agile certifications such as Scaled Agile Framework (SAFe) Agilist (SA), Certified ScrumMaster (CSM), or Program Management Institute (PMI) Agile Certified Practitioner (PMI-ACP)
