Job description

The Iowa Department of Natural Resources, Budget & Finance Bureau, is seeking a customer service focused, team oriented individual, who is interested in demonstrating those skills to help further the Department’s mission.

The Department’s field staff work to conserve and enhance our natural resources and in doing so, procure goods and/or services resulting in expenditure claims. We are looking for an individual who will play a pivotal customer service role to ensure the timely and accurate processing of department expenditure claims. This Accounts Payable Specialist position, an Accounting Technician 2, will also receive and audit all incoming PCard statements and accompanying documentation to ensure procurement and documentation compliance.

In addition, this position will assist with the daily reconciliation and entry of department cash receipts in the state of Iowa financial system, Iowa Advantage.

This position must demonstrate high attention to detail in order to properly audit, reconcile and enter expenditures and receivables into the State of Iowa payment systems, Iowa Advantage. The Accounts Payable Specialist must also demonstrate timely and effective communication with fellow budget and finance team members, as well as internal DNR customers, supervisors, vendors and other agency staff.

Essential Functions
  • Review, audit, code and enter expenditure claims for payment into state of Iowa financial system, Iowa Advantage. Communicate with field staff or supervisors as necessary.
  • Receive, audit, and track all PCard statements and accompanying documentation. Communicate with cardholders as necessary. Upload PCard payments.
  • Review, reconcile and enter department receipts into the state of Iowa financial system, Iowa Advantage.
  • Respond to inquiries in person, via phone or email from field staff, vendors, supervisors, and other agency staff, seeking payment, policy or receipt guidance.

The starting salary for new state (Executive Branch) employees is expected to be at the base of the pay range. Additional salary increases may occur after the first six months, and then annually (if applicable). Minimum Qualification Requirements
  • Graduation from high school or G.E.D. equivalency and four years of clerical accounting experience which involved the compilation, tabulation, examination, verification or recording of financial, statistical or related fiscal programs using elementary bookkeeping principles and practices;
  • OR
  • the successful completion of a post-high school vocational/technical, business college, or area community college curriculum in accounting which included concentrated course work equivalent to twenty semester hours (or more) in accounting;
  • OR
  • an equivalent combination of education and experience, substituting one year of employment in clerical office work for each year of the required education;
  • OR
  • substituting the successful completion of thirty semester hours or the academic equivalent in a post high school Business, Accounting or closely related curriculum for each year of the required experience;
  • OR
  • any equivalent combination of qualifying education or experience;
  • OR
  • one year of experience as an Accounting Technician 1 in the State of Iowa classified service will be considered as qualifying;
  • OR
  • one year of work experience as an Accounting Clerk 3 in the State of Iowa classified service will be considered as qualifying.
