Position Overview

The West Virginia Rural Health Transformation Program (RHTP) is a comprehensive statewide initiative dedicated to revolutionizing healthcare access, quality, and economic stability across rural communities. The program is supported by federal funding, requiring meticulous financial oversight and adherence to complex compliance regulations. As an Accounting Technician, you will perform advanced-level accounting support work to ensure financial and reporting compliance for millions of dollars in federal grants. This position plays a critical role in maintaining the financial integrity of a high-impact program dedicated to improving rural healthcare infrastructure.

Key Responsibilities
  • Balancing & Reconciliation: Perform complex balancing and multi-account reconciliations, identifying and resolving tracking errors across disparate funding lines.
  • Transaction Management: Classify and code a wide variety of financial transactions utilizing considerable knowledge of established accounting principles and program guidelines.
  • Compliance & Auditing: Examine complex accounting records to assure strict adherence to accounting laws, federal regulations, and departmental policies; verify calculations to ensure the total accuracy and validity of all transactions.
  • Financial Reporting: Maintain comprehensive accounting records. Gather, analyze, and prepare complex financial statements, specialized reports, and illustrations that reflect the relationships among various accounts, requiring steady searching and deep analysis.
  • Journal Entries: Process complex journal entries and execute other specialized financial transactions that require the use of advanced accounting procedures.
  • Invoice Payment/Expenditure Reporting: Receive, process, and reconcile invoices and expenditure reports utilizing the reimbursement of cost methodology.
Core Competencies for Success
  • Financial Acumen & Compliance: Mastery of complex procedures, ledger management, and regulatory compliance. Holds a meticulous standard for ensuring every transaction aligns perfectly with federal grant rules.
  • Data Literacy & Analysis: The ability to manipulate large datasets, recognize patterns among disparate accounts, and translate raw figures into clear financial narratives or visual reports.
  • Rigorous Attention to Detail: An unyielding focus on accuracy when executing complex journal entries, reviewing calculations, and cross-referencing multi-million dollar funding records.
  • Investigative Problem-Solving: A natural inclination toward detailed searching and analytical deep-dives. Willing to trace ambiguous data points to their source to resolve discrepancies independently.
  • Accountability & Integrity: Given the responsibility of overseeing millions in federal grants under public scrutiny, the candidate must demonstrate unwavering ethics, transparent reporting practices, and strong stewardship of public funds.
  • Collaborative Communication: The capability to synthesize complex financial data into straightforward summaries for supervisors, team leads, or auditors who may not have an accounting background.
Qualifications
  • Education: High school diploma or equivalent.
  • Experience: Minimum of four (4) years of related accounting or financial support experience.
  • Substitution Rule: Successful completion of college-level accounting courses may substitute for a portion of the required work experience.
  • Preferred Skills: Strong analytical skills, high proficiency with spreadsheets and accounting software, and familiarity with federal grant compliance or governmental accounting standards.
  • Compensation: Commensurate with qualifications.
  • Health & Wellness: Comprehensive medical, dental, and vision insurance plans.
  • Work-Life Balance: Generous paid leave accrual (vacation and sick time) alongside paid state holidays.
Limited-Term Notice:

This position is a full-time, term-limited appointment for a period of up to four (4) years and is contingent upon the award and continued availability of federal funding through the Rural Health Transformation Program. Continued employment beyond the project period is not guaranteed.
