Brief Job Description

The Federal Reporting Accountant VII / Team Lead reports to and is selected by the Medicaid-CHIP Federal Reporting Manager. This position performs highly advanced (senior-level) accounting work, specializing in federal grant financial reporting related to the CMS-64 and CMS-21 expenditure reports. Work involves preparing and overseeing monthly, quarterly, semiannual, and annual financial analyses and federal reports. The Team Lead researches, interprets, and applies state and federal regulations to maintain agency compliance. Additionally, this position develops, implements, and monitors internal controls to ensure the integrity of financial reporting data within multiple automated accounting systems. The Accountant VII represents the Federal Reporting Director or the Federal Reporting Manager in meetings as requested, and manages special projects or other duties as assigned. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Essential Job Functions (EJFs)
  • Supervise the work of others and provide direction and federal/state compliance guidance for complex accounting functions. (30%)
  • Perform variance analysis and prepare reconciliations between the general ledger, federal reports, the State Fiscal Agent, and the Payment Management System (PMS). (20%)
  • Review and validate data reported on monthly, quarterly, and annual statutory financial reports against the General Ledger to ensure accuracy.
  • Analyze accounting entries for method of finance adjustments based on ledger reconciliation outcomes.
  • Perform advanced accounting work related to federal grant and state reporting compliance. (20%)
  • Prepare or oversee the preparation of monthly, quarterly, and annual state and federal financial reports, ensuring adherence to pertinent regulatory rules.
  • Research and resolve complex fiscal issues related to cost allocation, grants, and general ledger discrepancies.
  • Monitor and reconcile accounting streams from CAPPS Fin and external sources to guarantee data integrity.
  • Communicate effectively and serve as a liaison or contact person with agency staff, contract staff, state auditors, and federal representatives regarding grant reporting and federal regulations for various federal titles. (15%)
  • Participate in special projects and perform other duties as assigned, requiring coordination with agency staff, other states, federal agencies, or outside entities. (15%)
Knowledge, Skills, And Abilities (KSAs)
  • Knowledge of Governmental Accounting Standards Board (GASB) and Generally Accepted Accounting Principles (GAAP) and their applicability to state financial accounting.
  • Knowledge of Medicaid & CHIP grant reporting preferred.
  • Knowledge of CMS-64 & CMS-21 preferred.
  • Knowledge of state and federal laws and regulations relevant to state and federal reporting requirements.
  • Knowledge of the state appropriation process and how it affects the financial and accounting operations of an agency.
  • Skill in reconciling accounting records and reports.
  • Skill in gathering and evaluating complex data to drive accurate, well-informed decisions.
  • Skill in establishing and maintaining effective working relationships both internally and external to the agency.
  • Skill in analyzing, developing, implementing, and monitoring financial reporting systems using automated analytical tools.
  • Ability to use specialized financial systems, including CAPPS Financials and USAS, alongside Microsoft Office tools (Excel, Access, and Word).
  • Ability to analyze and monitor cost allocation and general ledger accounting coding.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to interpret and apply laws, regulations, policies, and procedures.

Initial Screening Criteria
  • Graduation from an accredited four-year college or university with a major in accounting, finance, marketing, management, or another business-related field. Each year of experience may substitute for one year of college on a year for year basis up to four years.
  • Four years of progressively responsible experience in accounting, finance, auditing, or budgeting.
  • Experience with Medicaid & CHIP reporting preferred
  • Experience with CMS-64 and CMS-21 preferred
  • Work experience performing complex financial reconciliations is preferred.
  • Accounting experience in State Government or Non-Profit organization is preferred.
