Overview

The Philadelphia Housing Authority (PHA) is seeking an Accountant II in the Finance Department. Salary range provided by PHA: $61,708.00/yr - $77,135.00/yr. The expected duties involve professional accounting, financial analysis, and management of various financial records and reports, including PHA programs, enterprise funds, cash management, investment funds, and special accounts. This position is full-time and located in Philadelphia, PA.

Salary: $61,708 - $77,135 annually.

Essential Functions
  • Process and reconcile complex transactions and perform accounting duties according to PHA policies and HUD regulations; record transactions, reconcile differences, review and investigate financial and accounting records, and resolve issues within scope of authority; duties may vary by assignment.
  • Monitor accounts and analyze accounting documents for accuracy, completeness, and compliance with federal, state, and PHA policies; review and approve journal entries.
  • Review and approve transactions and accounting records; monitor documents for accuracy and compliance with accounting standards and control practices.
  • Review accounting records and ledgers and correct errors as required.
  • Ensure accounting information is complete and accurate; verify supporting documentation; research and report discrepancies and anomalies.
  • Collect financial and administrative information and compile data for reports; prepare and distribute operational and special reports; identify and research accounting issues.
  • Research and resolve payables/receivables and documentation issues; provide customer service and explain technical and financial information to external agencies and clients.
  • Assist PHA departments with contract, funding, payment, accounting, and budget issues.
  • Collect, compile, and analyze data for Public Housing program reports; review, approve, and generate financial and operational reports to PHA management, funding agencies, private sector partners, and other regional agencies.
  • Assist with annual and project budgets, and annual financial reports.
  • Stay current on technical issues in public housing policies and accounting procedures.
  • Maintain confidentiality of work-related issues and PHA information; perform related duties as assigned.
Qualifications

Education, Training and Experience Guidelines:

Bachelor’s Degree in Accounting, Finance, or a related field; and four (4) or more years of accounting experience, including government housing programs; or an equivalent combination of education, training and experience.

Required Knowledge of:

  • State and federal statutes, codes, and regulations governing public sector accounting functions.
  • Generally Accepted Accounting and Auditing Principles for public sector financial administration.
  • Principles of grant fund accounting, budgets, contracts, and records management.

Required Skills and Abilities:

  • Interpreting and applying state and federal accounting rules and regulations, and PHA policies.
  • Analyzing accounting system operations and internal control methods and procedures.
  • Reviewing and interpreting financial documents and verifying compliance with regulatory requirements.
  • Reviewing and analyzing accounting records, transactions, and reports.
  • Managing multiple tasks, projects, and demands.
  • Interacting with people from diverse backgrounds.
  • Establishing and maintaining effective working relationships with co-workers.
  • Operating a personal computer with standard and specialized software.
  • Communicating effectively verbally and in writing.

Certifications, Licenses Required

  • A valid Commonwealth of Pennsylvania Driver's License may be required.
  • Specialized training in HUD accounting regulations may be required for some incumbents.
Physical Demands and Work Environment

Work is typically performed in a standard office environment with limited travel to various sites in the City of Philadelphia.
