Job summary

The South Dakota Department of Health – Division of Finance & Operations is seeking an Accountant for high-level fiscal duties, contracts and grants management, and accounts receivable oversight in Pierre (preferred) or at other listed cities. The ideal candidate holds a Bachelor's degree in Business/Accounting/Finance/Economics or 5+ years of related experience, with strong GAAP knowledge and Excel

Qualifications

  • Bachelor's degree in Business, Accounting, Finance, or Economics with accounting courses, or 5+ years related accounting experience.
  • Knowledge of GAAP, standards, and practices in the public sector.
  • Experience with federal grant guidance and grant administration.
  • Proficiency in Excel, Word, and data analysis.
  • Familiarity with subrecipient monitoring and contract management.

Responsibilities

  • Manage high level fiscal responsibilities including contracts and RFPs.
  • Prepare, process, and track accounts receivable; manage federal draws for 50+ grants.
  • Complete complex account reconciliations and provide technical assistance on financial requirements.
  • Assist with financial grant monitoring, applications, spending projections, and budget vs spending.
  • Lead subrecipient monitoring and ensure compliance with federal guidelines.

Our staff are the foundation of our Department. As a member of the Department's Division of Finance, you will assist programs to provide cost effective and accountable services and be part of a team with a family-friendly employer.

The Accountant is responsible for, but not limited to: managing high level fiscal responsibilities for the Department of Health, including preparing, reviewing, and executing contracts and RFPs to ensure all required clauses and schedules of work are accurate. The position prepares, processes, and tracks accounts receivable and independently manages and approves federal draws for more than 50 grants. It completes complex account reconciliations and provides technical assistance to programs on financial requirements and compliance. The accountant would assist with financial grant monitoring, federal grant applications, spending projections, and budget versus spending comparisons. This role serves as the team leader for subrecipient monitoring and ensures all agreements meet federal guidelines & compliance.

The Ideal Candidate Will Have:

Bachelor's degree in Business, Accounting, Finance, or Economics with accounting courses, or 5 or more years of related accounting experience.

Knowledge, Skills, & Abilities:

Knowledge of:

  • the principles of accounting as they relate to the public sector;
  • generally accepted accounting principles (GAAP), standards, and practices;
  • statistics and financial reporting;
  • federal uniform grant guidance;
  • Microsoft applications including Excel, Word, and Query;
  • procedures and techniques used in policy research, policy and program analysis, planning, contract review, and/or grant administration;
  • principles of management and administration;
  • public administration as it relates to fiscal and program management and planning;
  • department procedures and references relative to public health and health care activities;
  • agency rules, regulations, policies, and procedures;

  • technical knowledge of assigned programs;

  • research and interpret laws, rules, and regulations;
