Job summary

Warren County Water District in Kentucky is seeking an Accountant to manage detailed financial records and ensure GAAP-compliant accounting across the district and affiliated systems. The role includes journal entries, reconciliations, invoicing, budgeting support, and involvement in audits.

  • Three (3) years of progressively responsible experience in fiscal, statistical, and computerized financial record keeping including accounts receivable, accounts payable, payroll, and general ledger reconciliation and reports.

Responsibilities

  • Maintains accounting records in conformance with GAAP.
  • Reconciles daily cash collections and prepares reports.
  • Prepares monthly journal entries and accruals.
  • Maintains fixed asset records and depreciation.
  • Assists in preparation of financial statements and schedules; performs variance analysis.
  • Prepares financial and statistical reports including water sales/purchases and expenditures.
  • Prepares/invoices, manages accounts receivable, and collections.
  • Coordinates monthly invoicing to Simpson and Butler for reimbursements.

Job description

Summary/objective

To provide accurate detailed accounting for Warren County Water District, Simpson County Water District, and Butler County Water System, Inc.

Essential functions

  • Maintains accounting records in conformance with generally accepted accounting principles (GAAP) applicable to government.
  • Reconciles and reviews for accuracy daily cash collected and prepares necessary reports.
  • Prepares monthly journal entries and accruals.
  • Maintains fixed asset records for water and sewer projects; trucks and equipment; and developer projects. Analyzes and reconciles project expenditures and calculates depreciation expense.
  • Assists in the preparation of financial statements and supporting schedules; reviews statements and performs financial variance analysis; and performs reconciliation of general ledger accounts and bank statements.
  • Prepares and maintains a variety of financial and statistical reports, including monthly summaries of water sales and purchases, meter installations, and other expenditures.
  • Prepares invoices, maintains and reconciles accounts receivables, and the collection of past due balances.
  • Coordinates, reconciles, and prepares monthly invoicing from Warren County Water Districts to Simpson and Butler for reimbursement of operational transactions.
  • Assist in the scheduling, preparation, and reconciliation of annual warehouse inventory.
  • Assist in the preparation of annual budgets and monthly budget comparisons.
  • Assist with annual financial audits including preparation of reconciliations, work papers, and supporting schedules.
  • Assist in regulatory filings with the Kentucky Public Service Commission including fixed asset schedules and other supporting schedules for rate case filings.
  • Assist in the evaluation, design, and implementation of new or improved accountingsoftware.
  • Performs work within established internal controls and identifies areas where controls are not followed or could be strengthened.
  • Recommends process improvements to increase efficiency.
  • Provide cross-functional support to other areas in the Finance Department.
  • Keeps the General Manager informed of internal or external issues, personnel or customer concerns, and other organizational needs.
  • Maintains awareness of Environmental Protection Agency “Right-to-Know” regulations related to chemical substances found or used in the work area.
  • Follows Warren County Water District safety rules and policies, takes responsibility for personal safety, and reports all accidents to a supervisor.
  • Complies with traffic laws, regulations, and safe practices while operating any company vehicles.
  • Such other duties as may be assigned.

Reporting relationships

  • Reports to: Accounting Supervisor of Customer Accounts

Work environment

  • Normal office conditions with some overtime.
  • Must be able to keep work area in a neat and presentable manner.
  • Establish and maintain effective working relationships with co-workers.
  • Conditions may be stressful because of the variety of tasks performed and deadlines to be met.

Physical demands

Lifting up to 15 pounds may be required.

Travel required

Some travel in and around the system will be required. Must be willing to attend courses related to work.

Education and experience

  • Bachelor’s degree in accounting, finance or a related field
  • Three (3) years of progressively responsible experience in fiscal, statistical, and computerized financial record keeping including accounts receivable, accounts payable, payroll, and general ledger reconciliation and reports. Experience in a lead capacity is highly desirable.

Additional eligibility requirements

  • Must possess and maintain a valid driver’s license.
  • Must be willing to obtain First Aid/CPR certification upon employment.
