Lumbee Holdings is seeking an A&E Handling / Storage, Transportation Lead to oversee daily operations for Ammunition and Explosives handling across SWFPAC/MCSFBN. Qualifications

Responsibilities

• Maintain OIS/TAMIS records and train staff as OIS DBAs.
• Prepare and deliver required CDRLs and inventories (A009, A010, A012, A013, A014).
• Oversee safety, security, and licensing programs; manage qualification/certification program per OPNAVINST and related orders.
• Travel 10–25% within Washington State to support transports and training evolutions.

Overtime and after-hours recall may be required to support ammunition transport, training evolutions, and emergent operational requirements.

Strategic Weapons Facility Pacific (SWFPAC) / Marine Corps Security Force Battalion (MCSFBN), Naval Base Kitsap, Bangor, WA, with occasional travel to outlying ranges in Pierce and Yakima Counties and other locations within Washington State.

Position Description

The A&E Handling / Storage, Transportation Lead is responsible for the overall daily supervision, safety, coordination, and management of Ammunition and Explosives (A&E) handling, storage, and transportation operations in support of SWFPAC and MCSFBN. This role oversees the receipt, storage, issue, sentencing, and accountability of Hazard Class/Division 1.1 through 1.4 explosives and ammunition; leads and schedules qualified, certified, and properly licensed ammunition transportation personnel and vehicles supporting on- and off-station live-fire training and qualification ranges; and ensures compliance with Navy, Marine Corps, and DOD ammunition safety, security, and handling regulations. The incumbent serves as a designated Functional Area Lead and reports program status and compliance in writing to the Contracting Officer's Representative (COR).

Essential Position Functions

• Minimum of three (3) years of experience related to A&E storage, accountability, and transport, in accordance with PWS Section 3.1.3.
• Provide daily overall coordination, management, control, oversight, and supervision of A&E Handling / Storage, Transportation functional area personnel to ensure proper, effective, and complete performance of PWS requirements.
• Establish and maintain a Qualification/Certification (Qual/Cert) Program in accordance with OPNAVINST 8023.24 (series) and AA&E Screening and Medical certification requirements under OPNAVINST 5530.13 (series) / MCO 5530.14 (series); maintain personnel physical and certification folders for all employees handling A&E.
• Certified to handle Hazard Class/Division 1.1 through 1.4 explosives; ensure proper storage, segregation, and security of ammunition across up to seven (7) magazines, storing up to sixteen (16) DODIC types, in accordance with NAVSEA OP 5, NAVSUP P-724, and applicable physical security policy manuals.
• Provide and schedule a minimum of six (6) qualified, certified, and properly licensed ammunition transportation personnel and three trucks to transport A&E to on- and off-station live‑fire ranges throughout Washington State, including Joint Base Lewis‑McChord (JBLM) and Yakima.
• Ensure two (2) dedicated Ammunition Transport vehicles (minimum GVWR 12,500 lbs. / payload 7,180 lbs.) are maintained and available, with a third vehicle cross‑utilized for Defense Logistics Agency disposition/deliveries, facility deliveries, and transport of personnel for facility inspections when a third transport vehicle is required.
• Prepare and deliver a rolling two-month Ammunition Transport Schedule (CDRL A011) reflecting planned and conducted transports, delivery locations, estimated number of vehicles required, and overtime needs, supporting an estimated 150 ammunition transports annually (approximately 80 within a 25‑mile radius, 65 within a 100‑mile radius, and 5 within a 250‑mile radius of Base).
• Oversee entry of receipt, replenishment, and issue transactions into the Ordnance Information System (OIS)/Total Ammunition Management Information System (TAMIS); ensure a minimum of two personnel are trained as primary and alternate OIS Database Administrator (DBA).
• Oversee ammunition sentencing actions for 2T and 0T Cognizant (COG) ammunition in accordance with NAVSUP P-805 and coordinate related training with the Government TA/COR.
• Verify incoming material and ammunition against receipt documentation (NSN, part number, condition, quantity, NALC, and lot number); screen A&E for applicable Notices of Ammunition Reclassification (NARs) and update OIS records accordingly.
• Ensure ammunition issues to authorized Security Force personnel do not exceed 20 weekly / 80 monthly, and are made only with appropriate Government authorization.
• Prepare and deliver required CDRLs, including the Explosives Safety Qualifications/Standards Report (A009), A&E Hazard Class/Division 1.1‑1.4 Annual Inventory Report (A010), Ammunition Expenditure Report (A012), Ammunition Monthly Inventory Results (A013), and Ammunition Non‑Combat Allowance Status Report (A014).
• Coordinate monthly and annual A&E inventories with Government‑appointed Inventory Officials and independent inventory teams; report discrepancies to the SWFPAC/MCSFBN AA&E Officer immediately upon discovery.
• Maintain compliance with all applicable Military and DOT regulations for the loading, blocking, bracing, and transport of explosives; perform DD Form 626 transport vehicle inspections.
• Current, or the ability to obtain, a Secret security clearance level.
• Advanced Office Automation computer/PC keyboarding skills.
• Advanced Microsoft Office Suite experience.
• Advanced office management/assistant skills.
• Valid Commercial Driver's License (CDL) Class A with Hazmat endorsement preferred.
• Bachelor's degree preferred; equivalent combination of military or civilian ammunition/explosives handling experience may substitute for formal education.

Competencies for the Role

The A&E Handling / Storage, Transportation Lead demonstrates strong leadership, safety, and regulatory compliance skills within a high‑consequence explosives handling environment. This role requires sound judgment in supervising certified personnel, meticulous attention to inventory accountability and documentation, effective coordination with Government representatives (COR/TA), and the ability to plan and execute ammunition transport schedules while maintaining strict adherence to DOD, Navy, and Marine Corps A&E safety and security directives.

Physical Requirements for the Role

This position requires the ability to lift and move ammunition and explosive containers of varying weight (up to 50 lbs. or more with assistance/equipment), stand, walk, bend, and climb into and operate transport vehicles for extended periods, and work outdoors in varying weather conditions, including early‑morning magazine operations. The role also requires the ability to wear required Personal Protective Equipment (PPE) and to operate a vehicle transporting DOT Class 1.1 through 1.4 explosives.

Supervisory Responsibilities

Supervises A&E Handling / Storage, Transportation functional area personnel, including ammunition transportation drivers and warehouse/magazine support staff.

Work is performed primarily at ammunition magazines, warehouses, and staging/loading areas at Naval Base Kitsap, Bangor, WA, with regular travel to firing ranges throughout Western and Eastern Washington State. The environment involves exposure to explosives and hazardous materials requiring strict adherence to safety protocols, security procedures, and applicable DOD/Navy/Marine Corps regulations. Shift work, early‑morning magazine operations, and after‑hours recall may be required.
