Job summary

Bascom Hunter is seeking an experienced Program Manager to lead complex Aerospace & Defense development and production programs. The PM will oversee scope, schedule, cost, quality, and technical performance across Engineering, Manufacturing, Test, Quality, Supply Chain, and Contracts while interfacing with customers and key suppliers.

The role requires coordinating cross-functional teams, developing IMS/WBS, managing budgets and EACs, and ensuring compliance with FAR/DFARS and ITAR/EAR.

Qualifications

• Bachelors in Engineering, PM, Business, Operations, Physics, or related field.
• 5+ years in Aerospace & Defense, government contracting, engineering, or technical program-management.
• Experience managing complex technical or hardware-development programs through lifecycle.
• Working knowledge of Earned Value Management / EVMS.
• Experience developing and maintaining Work Breakdown Structures and IMS.
• Familiarity with MIL-STD-881 or equivalent WBS methods.
• Experience with critical-path scheduling, variance analysis, EACs, and budgets.
• Experience leading multidisciplinary engineering, manufacturing, supply-chain, quality, and test teams.
• Strong government contracting and customer-facing program execution.
• Proficiency with scheduling software.

Responsibilities

• Lead assigned programs from contract award through development, qualification, delivery, production transition, and closeout.
• Translate Statements of Work, specifications, contractual requirements, and customer deliverables into executable program plans.
• Develop and maintain product-oriented Work Breakdown Structures (WBS) aligned with MIL-STD-881.
• Develop and maintain Integrated Master Schedules (IMS) with critical path and milestones.
• Apply Earned Value Management (EVM) to measure cost and schedule performance.
• Develop and maintain program budgets, forecasts, EACs, and recovery plans.
• Maintain traceability of customer requirements and contractual deliverables.
• Coordinate resource planning with functional leads to align with schedule.
• Plan major program/technical reviews such as SRR, PDR, CDR, TRR, PRR.
• Establish and manage program risk and opportunity with mitigation actions.
• Monitor suppliers and long-lead items affecting performance.
• Serve as primary customer interface for status, risks, and commitments.
• Ensure compliance with FAR/DFARS, ITAR/EAR, and internal quality systems.
• Support proposal development, cost estimating, Basis of Estimate, and negotiations.
• Support strategic planning and long-term customer relationship development.
• Provide clear direction to cross-functional teams and escalate as needed.
