Job summary

Franklin County is seeking a 911 Telecommunicator Trainee for the Franklin County 911 Communications Center. The role involves receiving and evaluating 911 calls, dispatching emergency services, providing pre-arrival instructions, and coordinating EMS, fire, and police responses.

Position Description Non-Exempt
OVERALL OBJECTIVE OF JOB

To train and become certified as a 911 Telecommunicator.

ESSENTIAL FUNCTIONS OF JOB
  • Receives and evaluate 911 emergency telephone calls.
  • Dispatches the appropriate public safety agency to emergency and non-emergency requests for assistance.
  • Provides pre-arrival instruction and dispatches emergency medical services (EMS)/fire/police as necessary.
  • Coordinates response of emergency services.
  • Provides radio communications to police, fire, EMS and emergency management agency (EMA).
  • Maintains confidential files, procedures, and log sheets for department.
  • Provides paging for public safety agencies and criminal justice.
  • Operates computers, communications equipment, and office equipment.
  • Interacts with general public, government/public agencies, department, and field staff.
  • Processes information via the Computer Aided Dispatch System.
  • Processes various forms, reports, and other department paperwork as required.
OTHER DUTIES OF JOB
  • Attends training, meetings, and seminars as required.
  • Assists in maintaining office supplies and stocking of same.
  • Keep office neat and orderly.
  • Performs other job-related duties, as required.
SUPERVISION RECEIVED

Receives direct supervision from the Training and Quality Assurance Supervisor, Shift Supervisor, Lead 911 Telecommunicator, and the Director of Emergency Services.

WORKING CONDITIONS
  • Works in adequate work space, lighting, temperature, and ventilation.
  • Works with average indoor exposure to noise.
  • Frequent disruptions and stress.
  • Normal indoor exposure to dust/dirt.
  • Periodically works shifts or works on-call or on an as-needed basis.
PHYSICAL AND MENTAL REQUIREMENTS
  • Must possess the ability to record; convey/present information as it is presented.
  • Must be able to follow instructions as they are given.
  • Must be able to sit for long periods throughout the workday, with intermittent periods of standing, walking, bending, twisting, and reaching necessary to carry out duties of the job.
  • Dexterity requirements range from simple to coordinated movements of fingers/hands; feet/legs; torso necessary to carry out duties of the job.
  • Light work with occasional lifting/carrying of objects with a weight of up to twenty (20) pounds.
  • Must demonstrate emotional stability.
  • Must be able to cope with the physical and mental stress of the position.
  • Must be able to pay close attention to details and concentrate on work.
  • Must be able to mentally and physically react quickly to emergency situations.
  • Must possess a valid driver’s license.
QUALIFICATIONS
EDUCATION/TRAINING
  • High school diploma or General Educational Development (GED) test.
  • CPR. certified.
WORK EXPERIENCE
  • Working knowledge of Public Safety communications preferred.
  • Computer knowledge preferred.
  • Must be certified in and maintain certification in CPR, Class “C”.
  • Must possess or obtain certification in the IAED (International Academy of Emergency Dispatch) 40 hour Telecommunicator training, Emergency Medical Dispatch, Emergency Fire Dispatch, Emergency Police Dispatch, and Pennsylvania State Police CLEAN Operator program within three (3) months of date of hire.

  • Must be able to perform multiple tasks and pay attention to detail.
