Alakaʻi Services and Poe'hana Group, Inc. is seeking a seasoned project and operations manager to oversee a federal telecommunications transition and support program from planning through delivery.

You will coordinate cross-functional teams, manage schedules, risks, and deliverables, and serve as a central point of contact with government agencies, vendors, and customers. On-site work at Scott Air Force Base may be required; remote CONUS work is allowed.

Qualifications

  • Bachelor's degree in a related discipline is required.
  • Minimum 5 years of project, program, or operations management experience.
  • Experience coordinating technical and administrative personnel, schedules, deliverables, and customer requirements.
  • PMP, CAPM, ITIL, or comparable certification preferred.
  • U.S. citizenship and ability to work remotely from CONUS; periodic on-site at Scott Air Force Base may be required.
  • Available to begin work by November 6, 2026.

Responsibilities

  • Direct daily workflow across inventory, data, customer-support, ordering, quality, and engineering personnel.
  • Translate program priorities into assignments, schedules, milestones, resource requirements, and criteria.
  • Maintain integrated schedules, production plans, action-item logs, and deliverable calendars.
  • Manage telecommunications orders and changes through research, development, approvals, submission, provisioning, installation, cutover, and closure.
  • Coordinate with Government personnel, supported agencies, vendors, and stakeholders.
  • Monitor workload, backlog, aging, upcoming cutovers, dependencies, and barriers.
  • Conduct production meetings and support program-management reviews.
  • Ensure deliverables undergo required technical and quality reviews before submission.
  • Coordinate customer meetings, presentations, records, and follow-ups.
  • Escalate issues that could delay service dates, cutovers, or milestones.
  • Support transition plans, risk-management activities, and lessons-learned products.
  • Provide backup leadership for the Program Manager.

Job description

Provide day-to-day project and operations management for a potential federal telecommunications transition and support program. Coordinate personnel, schedules, customer actions, inventory validation, transition orders, engineering reviews, cutovers, deliverables, and issue resolution. Serve as a central point of contact for assigned activities, with authority to coordinate organizational resources and responsibility for the quality and timeliness of project work.

Key Responsibilities
  • Direct daily workflow across inventory, data, customer-support, ordering, quality, and engineering personnel.
  • Translate program priorities into assignments, schedules, milestones, resource requirements, and measurable completion criteria.
  • Maintain integrated schedules, production plans, action-item logs, issue logs, risk registers, and deliverable calendars.
  • Manage telecommunications orders and changes through research, development, customer approval, submission, provisioning, installation, cutover, disconnect, and closure.
  • Coordinate with Government personnel, supported agencies, telecommunications vendors, and other stakeholders.
  • Monitor workload, backlog, aging, upcoming cutovers, customer dependencies, and technical barriers.
  • Conduct production meetings and support recurring project and program-management reviews.
  • Ensure order packages and deliverables receive required technical and quality reviews before submission.
  • Coordinate customer meetings, presentation materials, meeting records, and follow-up actions.
  • Escalate issues that could prevent scheduled service dates, cutovers, disconnects, or delivery milestones.
  • Support transition plans, procedures, handbooks, risk-management activities, and lessons-learned products.
  • Provide backup leadership and continuity support for the Program Manager.
Qualifications
  • Bachelor's degree in Business Administration, Project Management, Information Technology, Telecommunications, Engineering, or a related discipline required.
  • Minimum 5 years of project, program, or operations management experience required.
  • Experience coordinating technical and administrative personnel, schedules, deliverables, and customer requirements.
  • Demonstrated ability to manage high-volume workflows, competing deadlines, and multiple stakeholder priorities.
  • Strong written communication, meeting facilitation, schedule-management, and problem-resolution skills.
  • PMP, CAPM, ITIL, or comparable project-management certification preferred.
  • U.S. citizenship and the ability to work remotely from an authorized location within CONUS are required. Periodic on-site support at Scott Air Force Base, Illinois, may be required for government-furnished equipment support and other mission needs.
  • Must be available and prepared to begin work at the anticipated contract start date of November 6, 2026.
Required Systems, Tools, and Framework Experience
  • Microsoft Office Suite, including Excel, Word, PowerPoint, Outlook, Teams, and SharePoint
  • Microsoft Project or comparable scheduling and workflow-management tools
  • Telecommunications order-tracking, provisioning, and service-management systems
  • Web-based telecommunications service-request and order-entry platforms

  • ITIL service-management and change-management concepts
  • GSA Enterprise Infrastructure Solutions or comparable telecommunications transition processes
  • Configuration and document-management practices
Required Specialized Experience
  • Daily management of telecommunications ordering, provisioning, installation, cutover, disconnect, or network-transition activities.
  • Coordination among federal customers, telecommunications vendors, engineers, contracting personnel, and service-delivery organizations.
  • Management of order pipelines from requirements development through operational acceptance and final closure.
  • Knowledge of telecommunications requests, service orders, provisioning documentation, amendments, changes, and discontinue actions.
  • Identification of schedule dependencies, resolution of blocked actions, and implementation of recovery plans.
  • Customer outreach, meeting facilitation, technical-document coordination, and transition-status reporting.
  • Ability to interpret telecommunications inventory, service attributes, customer requirements, and installation milestones.
