Job summary

Navitas is seeking an experienced Senior GIS Programmer / Systems Analyst to support Baltimore County's Office of Information Technology GIS Program and the Office of Planning. This role will be responsible for application development, system analysis, GIS solution design, and ongoing support of enterprise GIS applications.

The selected candidate will play a key role in modernizing the County's Agricultural Preservation Model by upgrading an existing ArcMap Add-In to ArcGIS Pro.

Qualifications

• Bachelor's degree in Computer Science, Information Systems, GIS, or a related field.
• 5+ years of experience developing and modifying applications using J2EE, .NET Framework/.NET, JavaScript, HTML, C#, Python.
• 3+ years of experience with ESRI technologies (ArcGIS Server, ArcGIS APIs, ArcGIS JavaScript API, ESRI SDKs, ArcSDE).
• Experience developing ArcGIS Pro and/or ArcMap customizations; ArcGIS ModelBuilder and Python scripting.
• Strong knowledge of SQL and experience with triggers and stored procedures.
• Experience with SSRS and Power BI.
• Excellent written and verbal communication, analytical and problem-solving abilities; able to work independently and in cross-functional teams.

Responsibilities

• Analyze, design, develop, test, implement, and support GIS applications and systems.
• Upgrade and modernize the Agricultural Preservation Model from ArcMap to ArcGIS Pro.
• Develop and maintain custom ArcGIS Pro Add-Ins using C# and Python.
• Support enterprise GIS environments utilizing ArcGIS Server, ArcGIS APIs, ArcGIS JavaScript API, ESRI SDKs, and ArcSDE.
• Create, maintain, and optimize GIS models using ArcGIS ModelBuilder and Python scripting.
• Develop, modify, and support web and desktop applications using .NET, JavaScript, HTML, and related technologies.
• Design and maintain database objects including SQL queries, triggers, stored procedures, and views.
• Develop operational and analytical reports utilizing SSRS and Power BI.
• Collaborate with business units to gather requirements, analyze workflows, and recommend GIS-based solutions.
• Participate in system testing, troubleshooting, performance tuning, and production support activities.
