Job Description

Overall Purpose

The job of 21st Century Program Manager is done for the purpose/s of coordinating the activities of the 21st Century Community Learning Centers l grant programs. This position is funded by a federal grant and is therefore subject to the regulations and requirements of the 21st CCLC Grant Program administered through the Georgia Department of Education and the funded grant proposal.

Essential Functions

  • Articulates the program’s vision, mission and goals to staff, administrators, students, families, and community leaders to generate support.
  • Monitors and supervises the proper implementation 21st Century Community Learning Centers grants.
  • Oversees the day-to-day operations of the grant program during both the school year and the summer program. This includes times that extend past normal (8a-5p) working hours.
  • Ensures that timelines for records, reports, and inventories are adhered to by staff.
  • Approves funding expenditures to facilitate grant operations.
  • Develops policies and procedures for daily program operations.
  • Reviews and analyzes program and attendance data no less than monthly and makes adjustments as a result of review and analysis.
  • Ensures ongoing communication between program staff and parents regarding student success, challenges, and progress and maintains artifacts and evidence of communication.
  • Attends professional learning for 21st CCLC program manager.
  • Organizes and facilitates meetings with the 21st Century Community Learning Centers Advisory Council.
  • Completes teacher observations of the 21st Century Community Learning Centers classrooms not less than one time per semester.
  • Provides professional learning to 21st Century Community Learning Centers staff that meets staff needs and complies with state and federal requirements outlined in the grant. Provides orientation to the program for all staff.
  • Develops and provides handbooks to all staff, parents and students based on state and federal guidance.
  • Coordinates and oversees yearly monitoring by the Georgia Department of Education.
  • Assists in the recruiting, interviewing, and hiring of 21st Century Community Learning Centers staff.
  • Works collaboratively with the 21st st Century Community Learning Centers Budget Assistant to maintain an approved budget with expenditures aligned to the GaDOE approved grant.
  • Monitors 21st Century Community Learning Centers and classrooms for compliance with program implementation.
  • Addresses personnel issues in collaboration with the Director of Federal Programs or the site principal leader as they arise and implements strategies of intervention as needed.
  • Collaborates with grant evaluators to monitor program progress and evaluate program implementation.
  • Ensures that formative and summative evaluations are provided to the Georgia Department of Education.
  • Communicates 21st Century Community Learning Centers goals and implementation plans to stakeholders and district personnel.
  • Maintains 21st Century Community Learning Centers information on district website
  • Meets with site coordinators, as needed, to coordinate program implementation
  • Provides program updates and information to Director of Federal Programs, principals, or other CCSD or community organizations upon request.
  • Works to establish a pool of qualified outside vendors to provide services.
  • Applies for the 21st Century Request for Applications based on the five-year grant cycle.

Specific knowledge based competencies required to satisfactorily perform the functions of the job include: appropriate codes, policies, regulations and/or laws; age appropriate activities; lesson plan requirements; stages of child development; student support services; and behavioral management strategies.

Required to schedule activities, meetings, and/or events; gather, collate, and/or classify data; and use job-related equipment. Flexibility is required to work with others in a wide variety of circumstances; work with data utilizing defined but different processes; and operate equipment using standardized methods. Problem solving is required to analyze issues and create action plans. Problem solving with data requires independent interpretation of guidelines; and problem solving with equipment is limited to moderate.
