Qualifications

Develops and implements a multi-year training and exercise plan. Collaborates with internal and external partners, establishes and implements a plan to schedule and provide training opportunities. Partners with internal and external partners to facilitate updates for the Dallas County hazard mitigation plan.

Responsibilities

Develops the multi-year training and exercise plan for building preparedness, response and recovery capabilities; coordinates and develops a training schedule. Coordinates training with public and local partners and creates multi-agency and multi-disciplinary training courses. Identifies courses to host or attend and ensure that there is someone always trained for each emergency response role and/or function. Develops and manages the emergency management exercises program. Utilizes the Homeland Security Exercise and Evaluation Program (HSEEP) model to design, conduct, and evaluate exercises with the purpose of building capabilities. Utilizes the HSEEP progressive approach and includes seminars, workshops, tabletops, games, drills, functional exercises, and full-scale exercises. Works with internal and external partners to facilitate updates for the hazard mitigation plan. Develops and coordinates input to a wide range of plans. Supports county and local government with public outreach and facilitates meetings. Interprets risk assessment results and communicates written plans; identifies mitigation projects to reduce natural hazard risk. Conducts capacity building activities including developing decision support tools, strategy development and community engagement. Assists in the application and management of hazard mitigation grants. Conducts outreach, stakeholder engagement, and facilitation of meetings with clients and residents; maintains knowledge about federal, state, private funding sources to support advancement of projects. Debriefs and analyzes exercise evaluations, after-action review notes, and participant feedback to develop after-action reports and improvement plans with recommendations for correction and development. Responds and on-call 24-7 in the Duty Officer rotation and serves at the scene of an incident or in an assigned EOC. Participates in exercises and real emergencies. Serves as a duty officer to ensure continuous support and operational readiness. Serves in the EOC (Emergency Operation Center) or designated location during times of disaster or emergency. Performs other duties as assigned.

Qualifications

Education, Experience and Training: Education and experience equivalent to a Bachelor’s degree from an accredited college or university in Emergency Management, Homeland Security, Criminal Justice or other job-related field of study. Three (3) years of experience in emergency management, homeland security or criminal justice or job-related experience, including conducting training, conducting exercises, or experience as a hazard mitigation specialist. Special Requirements: Skilled in the use of standard software applications (Microsoft Word, Excel, Power Point, Outlook). Ability to effectively communicate both verbally and in writing, and establish and maintain effective working relationships with employees, departments, and the general public. Must possess a valid Texas Driver's License, with a good driving record. Will be required to provide a copy of 10-year driving history. This position requires completion of specific training and certification, which will be assigned at the discretion of the Chief. Must reside in or be willing to relocate to Dallas County. Physical/Environmental Requirements: Ability to stand, walk, sit, and move for extended periods of time. Work may involve exposure to various environments. The department operates 24/7. This position will be on call at all times.
