Job summary

Virginia Department of Transportation is seeking a licensed Land Surveyor to supervise a district survey unit and provide professional surveying services for transportation projects. You will ensure compliance with VDOT and APELSCIDLA rules, sign and seal survey work, and coordinate field and office teams through project lifecycles.

The role requires strong communication, project coordination, and expertise with CADD, GPS, and survey data processing.

Qualifications

  • Land Surveyor’s License is required.
  • Strong written and verbal communication with customers.
  • Ability to coordinate multiple projects under schedule and budget.
  • Proficient in reading plans, deeds, plats, and standards.
  • Knowledge of APELSCIDLA rules and VDOT surveying procedures.
  • Experience with CADD, GPS and field surveying equipment.

Responsibilities

  • Supervise a survey office or district survey unit.
  • Conduct professional land surveying for transportation projects from scoping through post‑construction.
  • Ensure surveys comply with VDOT policies and APELSCIDLA rules.
  • Sign and seal survey work under LS licensure.
  • Prepare technical reports for the public or private sector.
  • Coordinate projects and manpower with District Survey Manager.
  • Perform quality control reviews of survey products in field and office.
  • Complete construction stakeouts based on project schedule.
  • Develop construction activity lists and estimate costs.
  • Plan and execute special survey requests from Residencies, Right of Way, Environmental agencies, Traffic Engineering and consultants.

Job description

Job Overview

Supervise a survey office or district survey unit. Conduct professional land surveying services (location, construction, right‑of‑way, utility and condemnation surveys) for a wide range of transportation projects in support of VDOT construction and maintenance programs. Ensure all survey work complies with VDOT policies and procedures and APELSCIDLA rules and regulations. Responsible for signing and sealing survey work under LS licensure. Secure data through field equipment.

Key Responsibilities
  • Establish and apply procedures to manage the history, locations, access and format of survey‑related project files.
  • Complete work processes using multiple survey, CADD, and digital terrain modeling software, as well as other non‑CADD applications.
  • Conduct a wide range of professional land surveying activities for transportation projects from scoping through post‑construction.
  • Prepare technical reports for the public or private sector.
  • Plan, supervise and execute special survey requests from Residencies, Right of Way, Environmental agencies, Traffic Engineering and consultants.
  • Develop a list of construction activities and estimate the costs for state or contractor construction surveying.
  • Perform survey functions in accordance with project scheduling, tasks and in support of VDOT programs.
  • Complete construction stakeouts based on project schedule.
  • Coordinate projects and manpower with District Survey Manager.
  • Sign and seal survey plans as licensed land surveyor.
  • Perform quality control reviews, both in the field and office, to ensure survey products are accurate and meet project controls and data needs.
Qualifications
  • Ability to communicate effectively orally and in writing with internal and external customers.
  • Ability to coordinate multiple projects with emphasis on scope, time, quality and budget.
  • Ability to perform mathematical calculations using algebra, geometry and trigonometry.
  • Ability to read and interpret plans, deeds, plats, road and bridge standards, and property records.
  • Land Surveyor’s License.
  • Skill in the use of field surveying equipment, computers, CADD, GPS and processing of survey data.
  • Valid driver’s license.
  • Knowledge of professional land surveying principles and practices, APELSCIDLA Board rules and regulations, and VDOT policies and procedures related to surveying.
  • Knowledge of supervisory principles and practices, including performance management and discipline.
  • Skill in providing exemplary customer service.
Additional Considerations
  • A combination of training, experience or education in Civil Engineering, Land Surveying or related field desired.
  • Ability to review consultant survey data provided to VDOT.
