Terms of Reference

General Background of Project or Assignment, Operational Context:

The Senior Admin/Finance Assistant provides dedicated administrative, travel and financial support to the FRIT Protection Project. The position supports project staff, affiliate workforce, partners, and external participants involved in Protection Project related missions, events, workshops and meetings. The incumbent works under the supervision of Associate Finance Officer and liaises closely with respective units and external service providers to ensure timely and accurate processing of travel arrangements, payments, and event-related expenditures in line with UNHCR rules and donor requirements.

Purpose and Scope of Assignment

The purpose of this assignment is to provide administrative, financial, travel, and logistical support to ensure the effective and compliant implementation of the Protection Project. The contractor will manage official travel for project staff and participants-preparing and processing Travel Authorizations, advances, and claims; ensuring timely payments in Cloud ERP; and advising on travel entitlements and procedures.

The role also includes administrative and logistical support for project-related events, workshops, coordination meetings, and missions. The contractor will process participant entitlements, maintain accurate records and documentation related to travel, missions, and event expenditures, and monitor costs against approved budgets. Routine administrative correspondence will be prepared as required.

All duties will be performed in alignment with UNHCR administrative instructions, financial regulations, and donor requirements. The contractor will liaise with internal units and external counterparts to resolve routine operational issues and perform additional related tasks to support the smooth implementation of the Protection Project.

Required qualifications, language(s) and work experience:

Degree: Bachelor's degree (or equivalent) with one (1) year of relevant experience.

  • Knowledge of ERP systems is considered an asset.
  • Bachelor's Degree in Finance, Business Management, International Relations or a related field

Language: Knowledge of English and the UN working language of the duty station and knowledge of the local language is an asset.

Monitoring and Progress Controls

The contractor's performance will be monitored through timely delivery of assigned tasks, accuracy of documentation, compliance with UNHCR administrative and financial procedures, and responsiveness to operational needs. Regular reviews of travel processing, event support, reporting requirements, and record-keeping will serve as key indicators of progress.
