Job summary

Çalık Enerji is seeking an HSE Manager for the TAPİ Scada-Afghanistan project. You will develop, implement, and maintain HSE plans, risk assessments, emergency plans, and environmental management efforts.

You will lead the HSE management system, train personnel including subcontractors, oversee PTW/LOTO, and drive a proactive safety culture across all project activities, ensuring compliance and continuous improvement.

Qualifications

• Bachelor’s degree in Engineering or relevant technical field.
• Minimum 10 years HSE experience in large-scale energy or infrastructure projects.
• At least 5 years in a managerial or supervisory HSE role.
• Working knowledge of OSHA regulations and ISO 45001/ISO 14001.
• Proven field experience in PTW, LOTO, working at heights and confined spaces.
• Experience managing multicultural workforces and subcontractors.
• Fluency in English (written and spoken)

Responsibilities

• Develop, implement, and maintain Project HSE Plans, Procedures, Risk Assessments, Emergency Response Plans, and Environmental Management Plans.
• Lead the implementation and continuous improvement of the Project HSE Management System in compliance with company, client, and legal requirements.
• Implement a training program to ensure required HSE Trainings are delivered to Project personnel including Subcontractors
• Provide visible HSE leadership and drive a proactive safety culture across all project activities.
• Ensure effective management of critical risks, including PTW, LOTO, working at height, lifting operations, excavation, confined space entry, and electrical safety.
• Oversee HSE performance during construction, installation, testing, commissioning, and pre-commissioning phases.
• Conduct site inspections, audits, safety walks, toolbox talks, and HSE meetings to ensure compliance and continuous improvement.
• Lead incident investigations, root cause analyses, and corrective action management processes.
• Monitor HSE KPIs and prepare timely reports for Project and Corporate Management.
• Manage subcontractor HSE performance and ensure compliance with project requirements and contractual obligations.
