Position: Civil Site Manager - (Sivas Site)
JOB PURPOSE:
To oversee or execute civil engineering activities on a major ACWA project in Turkiye ensuring that all civil and structural works meet design specifications, quality standards, project schedules, and safety requirements. Depending on the level, this role may involve detailed design coordination or managing the civil scope end-to-end.
KEY ACCOUNTABILITIES:
- Support the review and coordination of civil design deliverables and drawings.
- Monitor and inspect site activities to ensure compliance with design and quality standards.
- Assist in resolving technical issues and managing contractor queries related to civil works.
- Lead the full civil engineering scope, including earthworks, foundations, structures, and infrastructure of tracker/module foundation works, internal roads, drainage, culverts, fencing, buildings, inverter/transformer foundations, cable trenches, substation civil works and temporary facilities.
- Manage civil contractors, track progress, and ensure integration with other disciplines.
- Coordinate closely with the design team, consultants, and EPC to ensure constructability and quality compliance.
- Supervise and monitor EPC Contractor's civil construction activities across the PV plant and associated infrastructure.
- Monitor construction progress, manpower, equipment, productivity and site resources against the approved schedule.
- Review construction methodologies, method statements, ITPs and work programmes for civil works.
- Oversee earthworks, grading, roads, drainage, foundations, piling, fencing, buildings, underground utilities and other civil infrastructure.
- Monitor compliance with approved drawings, specifications, applicable codes and construction standards.
- Coordinate civil works interfaces with electrical, mechanical, structural, engineering and commissioning teams.
- Monitor quality of civil works and ensure timely closure of NCRs, punch lists and defects.
- Verify site quantities and physical progress and provide input to Project Controls and payment certification.
- Monitor EPC Contractor and subcontractor performance and challenge inadequate manpower, equipment or productivity.
- Identify construction risks, constraints and potential delays and drive appropriate recovery and mitigation actions.
- Support assessment of civil-related variations, claims and technical/commercial issues.
- Ensure proper coordination of site logistics, access roads, temporary works and construction interfaces.
- Support mechanical completion, testing, handover and close-out of civil works.
- Provide regular civil construction progress, risks and performance updates to the Construction Manager / Project Director.
GENERAL JOB DUTIES
Early Site Activities
- To facilitate the Contractor to carry out the site investigation studies at the initial stage of the project.
- To follow up day to day activity of the Site survey work including geotechnical, topographical and hydrological surveys.
- To liaise with different stake holders including the local Authorities to ensure smooth site work.
- Maintain a logbook for the day-to-day report and the performance of the contractor.
Reporting
- Report back to Project Construction Manager.
- Report any problems or issues found on site to concerned Managers.
- Communication link between contractor and the Project Construction Team.
Supervise Construction Activities
- Reviewing/verifying design compliance with contract, specifications, codes, and standards.
- Conducting design review meetings, weekly site, and monthly project coordination meetings.
- Ensuring the EPC Contractor’s compliance with all the site HSE rules and regulations at every stage of construction.
- Monitoring and supporting the execution of works associated with the construction and commissioning of the project within the constraints of time, cost and quality against contractual obligations.
- Managing handover processes from EPC Contractor to O&M Company according to contract. Managing the civil works completion and handover process, including mechanical completion interfaces, punch-list closure, as‑built drawings, test records, asset documentation, and civil completion dossiers.
- Managing relationships with different stake holders of the project.
Solve Problems
- Solving technical issues in compliance with local and international codes and standards.
- Solving technical issues based on standard Engineering practice and BAT.
- Finding best technical solution satisfying EPC Contract and Owner’s technical Specification.
Health and Safety Responsibilities
- Ensuring that all the Construction activities are carried out in compliance with Best Industry practice, Owner and Offtaker’s policy of Health Safety and Environment.
- Ensuring all the temporary construction activities, mobilization and demobilization are being carried out as per Best Industry practice, Owner and Offtaker’s policy of Health Safety and Environment.
- Ensuring that all the Construction activities are carried out in compliance with Local and International regulations of Health Safety and Environment.
Communication
- Coordinating the Owner’s Engineer for design review and contract management.
- Coordinating with EPC Contractor’s design team for timely preparation and finalization of drawings.
- Overall performance responsibility for engineering and construction works for managing scope, cost, schedule, and contractual deliverables.
- Coordinating legal compliance and permitting works.
QA/QC responsibilities
- Ensuring that all the Construction activities are carried out in compliance with Best Industry practice, applicable local and international standards of QA/QC.
- Ensure effective implementation and control of civil QA/QC activities, including ITPs, RFIs, inspection requests, NCRs, material approvals, concrete and soil testing, compaction records, survey documentation, punch lists, and as‑built records.
RIGHTS:
- To request and receive necessary materials and documents related to the issues of its activity.
- Interact with other services of the enterprise on production and other issues included in his functional duties.
- To offer for consideration of the head proposals for improvement of work related to the duties provided for in this job description
- To report to the manager about all identified violations and shortcomings in connection with the work performed.
- To familiarize himself with the documents defining his rights and responsibilities for his position;
- To refuse to fulfill orders, instructions, assignments and tasks contradicting the legislation of Turkiye, having justified his refusal to the Head of the Department in writing;
- To exercise other rights stipulated by the legislation of Turkiye, Rules and Policy of the Company, labor and collective agreements, acts of the employer.

REQUIRED WORK EXPERIENCE AND EDUCATION:
Minimum Qualifications:
- Bachelor’s degree in civil engineering is preferred.
- Fluent English and Turkish
Minimum Experience:
- Minimum 10 years of civil construction experience, including at least 5 years of site management experience on major EPC projects.
- Proven experience in large-scale earthworks, piling/foundations, roads, drainage and site infrastructure.
- Experience with utility-scale PV projects and high-volume construction environments is preferred.
- Strong understanding of construction quality, HSE, ITPs, method statements and inspection processes.
- Experience managing EPC Contractors and civil subcontractors.
REQUIRED SKILLS AND KNOWLEDGE:
- Should be able to read Civil, structural and architectural drawing
- Should have knowledge of Local Building code, applicable Turkish legislation, building regulations, project specifications and relevant international standards and other rules and regulations.
- Knowledge about Standard Engineering practices for site activities
- Good Communication skill in English
