Job summary

JOB LIONS PTE. LTD. is seeking a Safety Officer to support the Project Manager in implementing the safety management system and permit-to-work processes on site in Singapore.

You will chair the Project WSH Committee meetings and ensure staff and subcontractors understand site activities and required actions. The role involves ensuring compliance with WSH Acts and coordinating safety inspections. You will liaise with MOM and NEA, conduct safety training, and maintain documentation for audits.

Responsibilities

• Assist Project Manager in implementing safety management system.
• Assist in implementing permit to work system and report non-compatible works.
• Act as secretary of the Project WSH Committee and chair meetings.
• Assist in complying with WSH Acts and Regulations.
• Conduct periodic safety inspections to verify compliance.
• Ensure site compliance with statutory safety requirements and internal rules.
• Recommend corrective actions for safety non-compliance.
• Update management on changes to statutory safety requirements.
• Investigate accidents and incidents and propose preventive measures.
• Liaise with government agencies on safety matters (e.g., MOM, NEA).
• Conduct safety training and organize safety campaigns.
• Maintain safety documentation for MOM, NEA, or ISO Audits.
• Participate in ISO 9000, ISO 14001, and OHSAS 45001 compliance.
• Evaluate risk assessments and manage safety programs.
• Be involved in site safety and health matters for project.
• Prepare site environment control programmes and communicate intent.
• Inspect facilities and equipment for environmental health maintenance.
• Assist authorities in investigating outbreaks of infectious diseases.
• Organize campaigns and training to sustain worker safety culture.
• Assist in managing workers' courses, attendance, and accommodations.
• Assist in achieving safety standards set by the site developer.
• Participate in safety planning for public-facing activities.

Job description

1. To assist the Project Manager in implementing the safety management system to ensure staff and workers work in a safe and healthy environment.
2. To assist the Project Manager in implementing the permit to work system and to stop & report to the project manager any incompatible works.
3. To act as the secretary of the Project WSH Committee and chair the meeting such that the staff and subcontractors are aware of the site activities and the required actions.
4. To assist the Project Manager in complying with the WSH Acts and Regulation.
5. To conduct periodic safety inspection to verify level of safety compliance so that the safety standards are constantly improved.
6. To ensure site compliance with statutory safety requirements and in-house safety rules and regulations and to report any deviations to the Project Manager for management consideration.
7. To recommend to the Project Manager any necessary corrective measures to be taken on safety non-compliance and deviations in order to enhance the site safety.
8. To update site management on any new or changes to current statutory safety requirements and also take the necessary actions.
9. To investigate any accident/ dangerous occurrence/ incident and recommend corrective measures to prevent recurrence.
10. To liaise with officers from government agencies on matters pertaining to safety, mosquito breeding, ECM etc and take the necessary action for their comments.
11. To conduct safety training and organise safety promotional activities.
12. To ensure safety documentation is kept current and ready for MOM, NEA or ISO Audit.
13. Carry out the works assigned for compliance with requirements of ISO 9000, ISO 14001 and OHSAS 45001
14. Be involved in the evaluation of risk assessment and plan, manage and review Management Programmes.
15. Be involved in all the sub-con safety and health matters pertaining to the site.
16. Prepare and submit the site environment control Programme and ensure that the staff and workers are aware and understand the intention.
17. Inspect the site to ensure that all facilities and equipment relevant to the maintenance of the environment health are in working condition.
18. Assist the authority to investigate outbreaks of infectious, vector-borne disease.
19. Organise campaigns, training course to develop and sustain the interest of workers in maintaining good environment health standards. To assist the Project Manager in the management of the workers e.g their courses, reporting sick, home leave, accommodation.

21. 22. Be involved in safety aspects for planning of activities that are in view of the public or in area that the public uses.
22. 23. Must hold a valid registration with MOM as a WSH Officer and with NEA as an ECO.
