The successful candidate will be responsible for developing and implementing project-specific safety documentation, conducting site inspections, monitoring compliance with Singapore Ministry of Manpower (MOM) requirements, and ensuring that all site activities are carried out safely and in accordance with applicable legislation, client requirements, and company procedures.

The role covers airport infrastructure projects, airfield lighting, electrical and ELV installations, fibre-optic cabling, telecommunications infrastructure, equipment installation, and other related engineering works.

We are looking for a competent safety professional who can work independently, identify potential hazards, implement effective preventive measures, and ensure that project teams maintain high standards of workplace safety and health.

Key Duties and Responsibilities
1. WSH Planning and Safety Documentation
  • Develop, prepare, review, and maintain project-specific safety plans and documentation in accordance with applicable MOM requirements, WSH legislation, client requirements, and project specifications.

  • Prepare and review Risk Assessments (RA), Safe Work Procedures (SWP), Method Statements, and other relevant safety documentation in coordination with project managers and site supervisors.

  • Identify hazards associated with electrical works, airfield lighting, fibre-optic installation, work at height, lifting operations, excavation, cable diversion, and other construction or engineering activities.

  • Establish appropriate control measures based on the hierarchy of controls and ensure that identified risks are adequately managed.

  • Review safety documentation whenever work scopes, site conditions, equipment, or work methods change.

  • Maintain an organised system for safety records, permits, inspection reports, training records, and other compliance documents.

2. MOM and Regulatory Compliance
  • Monitor compliance with applicable Singapore WSH legislation, regulations, codes of practice, and relevant MOM requirements.

  • Keep management informed of changes to applicable safety requirements and recommend necessary improvements to company procedures.

  • Conduct regular compliance checks and ensure that required safety measures are implemented at project sites.

  • Monitor compliance with applicable permit-to-work requirements, electrical safety procedures, work-at-height controls, lifting operations, and other high-risk work requirements.

  • Assist management in preparing for MOM inspections, client safety audits, and other regulatory or contractual assessments.

  • Investigate reported safety concerns, recommend corrective actions, and monitor their implementation.

  • Maintain accurate safety documentation and support the timely reporting and investigation of incidents where required by law.

3. Airport Project Safety Management
  • Implement and monitor safety requirements for airport infrastructure and airside or landside project activities.

  • Ensure that personnel comply with applicable airport safety rules, access requirements, permit conditions, work-zone restrictions, and operational procedures.

  • Coordinate with airport safety personnel, project managers, main contractors, and other stakeholders on safety requirements.

  • Verify that approved Risk Assessments, Method Statements, permits, and required safety briefings are in place before work commences.

  • Monitor safety controls for airfield lighting, electrical infrastructure, cable installation, equipment deployment, lifting activities, and other airport engineering works.

  • Ensure that personnel understand emergency procedures, restricted-area requirements, and relevant operational hazards.

  • Report unsafe conditions promptly and coordinate corrective actions with the responsible project personnel.

4. Telecommunications and Electrical Project Safety
  • Oversee WSH implementation for telecommunications infrastructure, fibre-optic cabling, ELV systems, electrical installation, equipment replacement, and related engineering activities.

  • Conduct site risk assessments and inspections for work at height, ladder and mobile elevated work platform operations, confined spaces where applicable, lifting activities, and electrical work.

  • Monitor safe working practices during cable pulling, cable routing, equipment installation, rack installation, testing, and commissioning.

  • Ensure appropriate controls are in place for electrical isolation, lockout/tagout where applicable, and work on or near electrical systems.

  • Verify the suitability and condition of personal protective equipment, tools, machinery, access equipment, and other safety-critical resources.

  • Coordinate with site supervisors and project engineers to resolve safety issues and prevent unsafe work practices.

5. Site Inspections and Safety Monitoring
  • Conduct regular workplace inspections, safety observations, and compliance checks at airport and off-site project locations.
