Job summary

ByteDance seeks an HR Operations professional to design and iterate policies on flexible staffing, including outsourcing and project-based cooperation. You will build governance systems and drive cost-risk balanced projects, collaborating with HRBPs, Legal, Finance and Procurement.

You will monitor staffing costs and policy changes, ensuring governance keeps pace with growth and regulatory requirements for ByteDance's global teams in Singapore.

Qualifications

• Bachelor's degree or above; 3+ years of relevant experience in HR or operations.
• Strong data analysis and structured thinking with risk awareness.
• English as working language; ability to collaborate cross-functionally.

Responsibilities

• Design and iterate policies, systems, and rules for flexible staffing, outsourcing, and project-based cooperation.
• Establish a flexible staffing management framework aligned with growth and compliance; drive standardization and risk governance.
• Collaborate with HRBPs, Legal, Finance, Procurement and business teams to implement staffing projects balancing cost and risk.
• Build and refine supplier entry, evaluation, and governance systems; improve partnership standards.
• Monitor staffing structures, costs, and risk indicators through data analysis for decision-making.
• Track domestic and international policy changes and industry best practices to upgrade governance.

Responsibilities

• 1. Responsible for designing and iterating policies, systems, and management rules related to flexible staffing, including outsourcing, labor dispatch, and project-based cooperation.
• 2. Establish a flexible staffing management framework aligned with business growth and compliance requirements; drive standardization, process optimization, and risk-based governance.
• 3. Collaborate with HRBPs, Legal, Finance, Procurement, and business teams to implement flexible staffing projects, balancing operational efficiency, cost, and risk.
• 4. Build and refine the flexible staffing supplier entry, evaluation, and governance systems; improve partnership standards and management mechanisms.
• 5. Continuously monitor staffing structures, costs, and risk indicators through data analysis to support management decision-making.
• 6. Track domestic and international flexible staffing policy changes and industry best practices to drive continuous upgrades of internal governance mechanisms.

Qualifications

Minimum Qualification(s)

• 1. Bachelor's degree or above.
• 2. 3+ years of relevant experience.
• 3. Strong data analysis and structured thinking skills, with the ability to understand issues from both operational and risk perspectives.
• 4. English as a working language.

Preferred Qualification(s)

• 1. Experience in overseas employment governance.
• 2. Experience in supplier governance or procurement collaboration.
• 3. Majors in Human Resources, Law, Finance/Taxation, Labor Relations, or Business Administration preferred.
• 4. Background in flexible staffing, outsourcing governance, risk/internal control, or organizational research is preferred.
• 5. Experience in large-scale internet companies, platform-based enterprises, global expansion companies, or complex organizational governance is preferred.
