Job summary

Recruit Express Pte Ltd in Singapore seeks an experienced Utility Engineer to ensure reliability, compliance and performance of critical GMP utilities (RO, WFI, clean steam) within a regulated manufacturing environment.

Qualifications

  • Degree in Engineering or related discipline (or above).
  • 4–10 years of relevant engineering experience in utilities/facilities/manufacturing.
  • Hands-on RO experience is essential.
  • Practical knowledge of WFI, clean steam and other critical utilities.
  • Strong understanding of utility equipment operation, maintenance and troubleshooting.
  • Experience in GMP-regulated environments; pharma experience not mandatory.
  • Strong analytical, investigation and root-cause analysis skills.
  • Experience managing technical investigations, change controls and projects independently.

Responsibilities

  • Provide oversight and technical support for critical utility systems (RO, WFI, clean steam).
  • Lead change control activities for installation, modification, and upgrading of utility systems.
  • Oversee operation, maintenance, reliability and performance of critical utility equipment.
  • Lead investigations into deviations/events using TrackWise with thorough documentation and follow-up.
  • Troubleshoot equipment failures and system abnormalities; perform root-cause analysis.
  • Collaborate with stakeholders to implement corrective and preventive actions.
  • Support utility engineering projects from planning through implementation ensuring GMP compliance.
  • Identify and drive opportunities to improve reliability, efficiency, and performance.
  • Ensure critical utility systems stay under control and aligned with standards.

Drive Reliability, Compliance & Performance Across Critical Utility Systems

Are you an experienced Utility Engineer with strong hands-on expertise in RO, WFI, clean steam and critical GMP utilities ?


This is an exciting opportunity to take ownership of essential utility infrastructure within a highly regulated manufacturing environment. You will play a key role in ensuring critical utility systems remain reliable, compliant, well-controlled and capable of supporting operational requirements.


Working closely with Engineering, Operations and cross-functional stakeholders, you will lead technical investigations, manage engineering changes, support utility projects and identify opportunities to strengthen system reliability and performance.


What You’ll Be Doing


  • Provide engineering oversight and technical support for critical utility systems, including Reverse Osmosis (RO), Water for Injection (WFI), clean steam and other clean utilities.

  • Lead change control activities for the installation, modification, enhancement and upgrading of utility systems.

  • Oversee the operation, maintenance, reliability and performance of critical utility equipment.

  • Lead and support investigations into utility-related deviations and events using TrackWise, ensuring investigations are thoroughly documented and follow-up actions are completed.

  • Conduct troubleshooting and root-cause analysis for equipment failures, system abnormalities and operational issues.

  • Work closely with relevant stakeholders to develop and implement effective corrective and preventive actions.

  • Support utility engineering projects from planning through implementation, ensuring technical requirements and applicable GMP standards are met.

  • Identify and drive opportunities to improve utility reliability, operational efficiency, system performance and compliance.

  • Ensure critical utility systems remain in a controlled state and aligned with engineering standards and regulatory expectations.


What We’re Looking For


  • Degree in Engineering, Biomedical Engineering or a related discipline and above.

  • 4-10 years of relevant engineering experience in utilities, facilities, manufacturing or a related environment.

  • Hands-on experience with Reverse Osmosis (RO) systems is essential.

  • Practical knowledge of WFI, clean steam and other critical or clean utility systems.

  • Strong understanding of utility equipment operation, maintenance, reliability and troubleshooting.

  • Experience working within a GMP-regulated environment is essential; pharmaceutical industry experience is not mandatory.

  • Strong analytical, troubleshooting, investigation and root-cause analysis skills.

  • Demonstrated experience managing technical investigations, change controls and engineering projects independently.

  • Strong organisational and stakeholder management skills, with the ability to manage multiple technical priorities effectively.
