Wuxi Biologics Biopharmaceuticals Singapore Private Limited is seeking an experienced Facilities and Utilities Engineer to support design, installation, commissioning, and operation of core utility systems within a biopharmaceutical manufacturing environment.

The role involves ensuring regulatory compliance, coordinating with suppliers and internal teams, and contributing to operational readiness and efficiency. A potential overseas training stint may be offered. Shift work may be required.

Responsibilities

  • Provide support to package owners in managing Utilities and Facilities-related services, equipment, and systems.
  • Take ownership or assist in preparing URS, engineering technical specs, and maintenance procedures for Utilities and Facilities.
  • Oversee design, installation, commissioning, and maintenance of ACMV, electrical distribution, gas systems, boilers, chillers, wastewater treatment, and site infrastructure.
  • Support supplier evaluation and selection to ensure quality, technical compliance, and cost-effectiveness.
  • Monitor and supervise construction and installation works ensuring safety, design alignment, and timelines.
  • Conduct site inspections and facility walk-throughs to address non-compliances and risks.
  • Contribute to Operational Readiness of Utilities and Facilities during transition to steady-state operation.
  • Possibility of a 3–6 month overseas training assignment for staff development.
  • Undertake other ad hoc assignments as directed.

Job description

Project Phase:
  • Provide support to package owners in managing Utilities and Facilities-related services, equipment, and systems.
  • Take ownership or assist in the preparation of User Requirement Specifications (URS), Engineering Technical Specifications, and Maintenance Procedures for Utilities and Facilities.
  • Oversee the design, installation, commissioning, and maintenance of key systems, including ACMV, electrical distribution, gas systems, boilers, chillers, potable and NEWater systems, wastewater treatment, site infrastructure, waste management…. etc.
  • Support supplier evaluation and selection processes, ensuring alignment with quality standards, technical requirements, and cost-effectiveness.
  • Monitor and supervise construction and installation works to ensure alignment with design intent, safety standards, and project timelines.
  • Conduct regular site inspections and facility walk-throughs to proactively identify and address non-compliances or operational risks.
  • Contribute to the Operational Readiness of Utilities and Facilities systems during the transition from project phase to steady-state operation.
  • Ability to participate in a potential 3–6-month overseas training assignment as part of a structured staff development initiative.
  • Undertake other ad hoc assignments or responsibilities as directed by the department or organization.
Operation Phase:
  • Conduct routine facility inspections in line with the preventive maintenance schedule, ensuring compliance with SOPs, regulatory requirements, and safety standards.
  • Coordinate with the Maintenance team to plan and execute both scheduled and ad hoc maintenance activities.
  • Identify and recommend opportunities for energy savings and improvements in resource utilization.
  • Support facility expansion projects by evaluating infrastructure needs and assisting in implementation and coordination.
  • Collaborate effectively with internal stakeholders and external service providers within the work domain.
  • Optimize planned maintenance activities during plant overhauls and inspections to maximize system reliability and minimize downtime.
  • Supervise contract maintenance works and develop standard operating and maintenance procedures.
  • Analyse mechanical and system-related issues, propose corrective measures, and lead resolution efforts.
  • Drive plant improvement initiatives aimed at enhancing equipment performance, reliability, and overall efficiency.
  • Contribute to the continuous improvement of plant availability, operational effectiveness, and cost-efficiency.
  • Assist in the preparation of technical specifications and manage procurement processes for maintenance-related materials and services.
  • Take ownership of Environment, Health & Safety (EHS) compliance, including participation in audits and support for energy management and conservation efforts.
  • Able to work on shift (if applicable)
Requirement :
  1. Degree or diploma in Mechanical, Electrical/Electronic, Chemical Engineering, or a related discipline, or an equivalent combination of education and relevant experience.
  2. At least 5 years of engineering and project management experience in utilities and facilities design or operations, preferably within the chemical or pharmaceutical industries.
  3. 1st or 2nd Class Steam Boiler Engineer certification and Licensed Electrical Worker status are advantageous.
  1. Hands‑on experience with start‑up and greenfield projects.
  2. Strong understanding of equipment and machinery selection in compliance with local regulatory requirements.
  3. Proven experience in the design, construction, maintenance, and operation of biopharmaceutical manufacturing facilities.
  4. Solid knowledge of biopharmaceutical manufacturing processes, facility systems, and cGMP regulations.
  5. Familiarity with EHS regulations and industry best practices.
  6. Experience with BMS and PLC control systems.
  7. Proficiency in Microsoft Office (Word, Excel, PowerPoint); experience with Microsoft Project is an advantage.
  8. Experience using equipment maintenance management systems such as Maximo or SAP.
  9. Excellent analytical and problem‑solving skills, with the ability to manage multiple priorities effectively.
