Job summary

DYNAMIC COMMUNICATION PTE. LTD. seeks a Telecommunications Engineering Service Manager to plan, design, engineer, implement, test, and maintain critical telecom infrastructure across airports, data centres, and utilities.

Qualifications

  • Minimum 10–15 years of relevant telecommunications engineering experience.
  • At least 5 years in senior engineering, project management, or technical leadership roles.
  • Proven track record delivering large-scale telecommunications infrastructure projects from design through commissioning and handover.
  • Bachelor’s Degree or equivalent in telecommunications/related engineering discipline.

Responsibilities

  • Lead telecom engineering projects from concept to completion ensuring regulatory compliance.
  • Prepare detailed engineering designs, specs, and construction drawings.
  • Design fibre optic backbone and distribution networks for optimal connectivity.
  • Review calculations, schedules, and network architecture for accuracy and compliance.
  • Develop system layouts and routing plans for installation and maintenance.
  • Supervise installation to meet quality and safety standards.
  • Coordinate with consultants, clients, subcontractors, and authorities.
  • Lead FAT, SAT, ATP, ITP, commissioning, and acceptance testing.
  • Conduct site surveys and feasibility studies.
  • Perform root cause analysis to maintain system reliability.
  • Prepare engineering reports and documentation for stakeholders.
  • Ensure ISO quality and safety standards across lifecycle.
  • Mentor junior engineers and provide technical guidance.
  • Support tender prep, technical proposals, and cost estimation.

Job Summary

The Telecommunications Engineering Service Manager will be responsible for the planning, design, engineering, implementation, testing, commissioning, integration, operation, maintenance, and optimization of telecommunications infrastructure supporting mission-critical environments including airports, data centres, transportation, utilities, commercial buildings, and telecommunications operators. The successful candidate shall provide technical leadership while ensuring compliance with client specifications, international standards, regulatory requirements, quality assurance procedures, and health, safety, and environmental regulations. Manages the entire engineering function/service delivery

Including Responsible for multiple projects, teams, budgets, client relationships, performance, and strategy

Responsibilities
  • Lead telecommunications engineering projects from concept through completion to deliver infrastructure solutions aligned with client and regulatory requirements
  • Prepare detailed engineering designs, technical specifications, and construction drawings for telecommunications systems
  • Design fibre optic backbone and distribution networks to optimize connectivity and performance
  • Review engineering calculations, cable schedules, and network architecture to ensure accuracy and compliance
  • Develop telecommunications system layouts and routing plans for efficient installation and maintenance
  • Supervise installation of telecom equipment and infrastructure to meet quality and safety standards
  • Perform engineering review of vendor submissions to validate technical compliance and suitability
  • Coordinate project activities with consultants, clients, subcontractors, and authorities to ensure smooth execution
  • Lead Factory Acceptance Testing (FAT), Site Acceptance Testing (SAT), Acceptance Test Procedures (ATP), Inspection and Test Plans (ITP), commissioning, and acceptance testing to verify system functionality
  • Conduct site surveys and feasibility studies to assess project requirements and constraints
  • Perform root cause analysis and resolve technical issues to maintain system reliability
  • Prepare comprehensive engineering reports and project documentation for stakeholder communication
  • Ensure compliance with ISO quality and safety standards throughout project lifecycle
  • Mentor junior engineers and provide technical guidance to develop team capabilities
  • Support tender preparation, technical proposals, and cost estimation to secure project opportunities
Required competencies and certifications
  • Minimum 10–15 years of relevant telecommunications engineering experience
  • At least 5 years in senior engineering, project management, or technical leadership roles
  • Proven track record delivering large-scale telecommunications infrastructure projects from design through commissioning and handover
  • Bachelor’s Degree or equivalent in Telecommunications Engineering, Electrical Engineering, Electronics Engineering, Computer Engineering, ICT, or related discipline from a recognized institution
Preferred competencies and qualifications
  • Professional certifications such as PMP, PRINCE2, Cisco CCNP/CCIE, Juniper JNCIP/JNCIE, FOA CFOT, BICSI RCDD, Nokia, Ericsson, Huawei, or equivalent
  • Professional Engineer (PE) or Chartered Engineer (CEng) registration
  • Valid safety certifications including Work at Height, Confined Space, First Aid, or equivalent
  • Experience in telecommunications sectors such as Operators, Airports & Aviation, Data Centres, Smart Cities, Rail Transit, Utilities, Oil & Gas, Commercial Buildings, Government Infrastructure, or Critical Communication Networks
