Job summary

You will form the core team of technical specialists working at waste management facilities including the Integrated Waste Management Facility (IWMF) and Tuas South Incineration Plant (TSIP).

Role involves assisting engineers, overseeing construction progress, testing/commissioning, and coordinating maintenance for a WTE facility. Training and long-term deployment to permanent roles are anticipated.

Qualifications

  • Diploma or Nitec in Engineering.
  • Diploma holders with ~3 years relevant experience; Nitec holders with ~6–8 years.
  • Professional certifications (e.g., Licenced Electrical Worker, Boiler Attendant, WHSO) preferred.
  • Strong technical background; knowledge in waste management is a plus.
  • Proficient in MS Office; Navisworks and Primavera P6 preferred.

Responsibilities

  • Assist engineers and supervise IWMF construction progress as part of the core technical team.
  • Participate in FATs and witness major equipment tests at local/overseas factories.
  • Lead maintenance coordination to ensure safe, efficient operations at TSIP.
  • Implement preventive maintenance and overhaul programs for electrical/control equipment.
  • Enforce permit-to-work, safety culture, and prepare operating procedures.
  • Support shift operations and drive safety/continuous improvement initiatives.

Job description

[What the role is]

You will form the core team of technical specialists working at waste management facilities including the Integrated Waste Management Facility (IWMF) - a large-scale waste management infrastructural project, and Tuas South Incineration Plant (TSIP).

The work scope and job requirements are as follows:

Responsibilities:

You may be part of the project team to assist the engineer and supervise IWMF construction progress.Your work scope includes:

  • To work with project consultants and key stakeholders, such as other government agencies, on the design of the various facilities in IWMF and ensure that IWMF is constructed, erected, installed in accordance with design specifications and complying with statutory requirement.
  • To participate in the testing, commissioning of mechanical, process, or electrical, instrument, control, and automation equipment/systems.
  • To attend factory acceptance tests (FATs) at local and overseas factories to witness and verify quality and performance of major equipment/systems.


You may be part of the technical team to assist the engineer in operation and maintenance of TSIP.Your work scope includes:

  • To lead a unit of technical specialists and coordinate maintenance work between contractors and maintenance sections to ensure the safe, smooth, and efficient operations of the waste-to-energy facility.
  • To implement preventive maintenance and overhaul programs for the facility's electrical and control equipment such as turbo-generators, motors, switchgears, low tension and high-tension equipment, distributed control system and field instruments.
  • To administer contracts for the operation and maintenance of mechanical, EICA or building services equipment.
  • To enforce permit-to-work system and safe work culture including supervising contractors’ work for quality and safety.
  • To assist in the formulation and preparation of standard operating and safety procedures, equipment testing/changeover programme.
  • To perform shift work in a waste-to-energy facility, if needed.
  • To assist engineer to implement initiatives on safety and continuous improvement to enhance the safety culture and standards within the plant, as well as drive projects to achieve operational excellence.
Requirements:
  • Diploma or Nitec in any Engineering course.
  • For Diploma holders, preferably with 3 years of relevant working experience.
  • For Nitec holders, preferably with 6-8 years of relevant working experience.
  • Candidates with professional certification e.g. Licenced Electrical Worker, Boiler Attendant Certificate, Workplace Safety Health Officer, will be given preference.
  • Good technical background and strong analytical skills. Knowledge in solid waste management would be an advantage.
  • Proficient in Microsoft Office, and preferably in Navisworks and Primavera P6.
  • Mature, independent, resourceful, and a good team player.
  • Good interpersonal communication.
  • Able to work in waste-to-energy facilities.
  • Able to perform rotating shift work over public holidays and weekends, if necessary.


As part of the shortlisting process for this role, you may be required to complete a medical declaration and/or undergo further assessment.

*Officers will first undergo training such as foundation modules on the operation and maintenance of waste management facilities and WTE plants; and an attachment with On-Job-Training at TSIP. Thereafter, they can be deployed for shift or non-shift work at IWMF or TSIP.

Working Arrangement:

Working Day : Everyday

(including weekends and public holidays depending on 12-hour shift cycle)

Rest Day : 5 rest days within one 15-day

Salary:

TBC depending on relevant experience

Permanent Position

*Successful candidate will be offered on a 1 year renewable contract, contract renewal and emplacement to permanent role depends on individual’s performance
