Job summary

Leidos in Singapore seeks a Technical Project Manager to lead end-to-end delivery of security screening, IT network and systems-integration projects across Asia Pacific. You will drive requirements, planning, installation, software integration, testing, commissioning and handover to operations.

The role requires hands-on leadership, strong communication with technical and non-technical stakeholders, experience managing multi-country deployments, risk and budget control, and the ability to travel

Qualifications

• Degree in Engineering, preferably Electronics or Management.
• 12+ years of work experience with at least 6 years in project management and people management.
• Experience in management of capital equipment / systems projects or programs.
• Proven ownership of project scope, budget and schedule.
• Experience managing contracts with value > SGD 1 million is advantageous.
• PMP or PRINCE2 certification would be desirable.
• Experience with aviation security screening systems, baggage-handling or hold-baggage screening environments, X-ray or CT equipment.
• Demonstrated experience delivering enterprise IT/OT or mission-critical networked systems and handover.
• Strong knowledge of network infrastructure and architecture (Ethernet, TCP/IP, VLANs, routing, etc).
• Ability to read system architecture diagrams, network topology diagrams, and interface documentation.
• Experience in multi-stakeholder management in a 24x7 environment.
• Ability to travel within Asia.

Job description

Technical Project Manager – Systems and Network Integration, Asia Pacific (preferred location Singapore)

Role Purpose:

The Technical Project Manager is responsible for the end-to-end development and delivery of complex security screening, IT network and systems-integration projects throughout the Asia Pacific region. The role combines project management accountability with practical technical capability in the deployment of networked systems, and associated screening, server, storage, workstation, network and edge-device infrastructure.

The successful candidate will lead multidisciplinary teams through requirements definition, detailed planning, site readiness, installation, software integration, configuration, testing, commissioning, customer acceptance and transition to operational support. The role requires an individual who can communicate effectively with both technical and non-technical stakeholders and who is prepared to take a hands‑on role during critical site deployment, integration and acceptance activities.

KEY RESPONSIBILITIES:

1. Responsible for the technical delivery of projects in the Asia Pacific region that contribute to the financial performance of the company.

2. Development of projects involves support and cooperation with primarily the Sales team to identify and define technical solutions, to prepare bids and offers and support in the closure of contracts.

3. Delivery of projects means the successful completion of project deliverables, that is scope, schedule and cost. It also includes the management of Risks, Issues, Assumptions and Dependencies.

4. Manage relationships with customers, sub-contractors, distributors, internal stakeholders and other related parties as necessary.

5. Develop and execute communication plan for each project which includes stakeholders from other countries and therefore at irregular time zones.

6. Ensure that all documentation meets the company’s and contractual requirements.

7. Support the transition and handover from Project to Field Service Support. Including the planning and maintaining of adequate supply of spare parts.

8. Expect to be involved in multiple opportunities and projects of varying size and contribution at one time.

ADDITIONAL TECHNICAL AND DELIVERY RESPONSIBILTIES:

• Coordinate and, where appropriate, participate directly in equipment installation, software deployment, system configuration, network connectivity verification, software and hardware integration, commissioning and fault investigation.
• Manage site-readiness activities, including verification of equipment-room availability, rack space, power, uninterruptible power supply requirements, cooling, cabling, fibre connectivity, network ports, IP addressing, access arrangements and operational work windows.
• Review network and systems designs to identify project dependencies, infrastructure gaps, interface risks, cybersecurity requirements and assumptions that may affect cost, schedule, performance or customer acceptance.
• Develop and review test plans, test scripts, test evidence, pass/fail criteria, punch lists, defect registers and acceptance certificates.
• Lead cutover and migration activities for operational systems, including parallel-build arrangements, pilot migrations, phased deployment, rollback planning, change control and coordination with customer operations.
• Prepare and maintain technical implementation documentation, including Methods of Work, Method Statements, Statements of Work, installation plans, commissioning plans, migration and cutover plans, rollback plans, risk assessments and safe work documentation.

JOB REQUIREMENTS:

Degree in Engineering, preferably Electronics or Management.

More than 12 years of work experience, with at least 6 years of project management and people management experience with an international organization.

Prior experience in management of capital equipment / systems projects or programs.

Proven ownership of project scope, budget and schedule and the ability to demonstrate it.

Proven experience handing projects or programs with contract value in excess of SGD 1 million would be an advantage.

PMP or PRINCE2 certification would be an desirable.

Experience with aviation security screening systems, baggage-handling or hold-baggage screening environments, X-ray or CT screening equipment, building control systems, industrial control systems or other integrated electromechanical systems.

Demonstrated practical experience delivering enterprise IT, operational technology or mission‑critical networked systems, including installation, integration, testing, commissioning and operational handover.

Strong working knowledge of network infrastructure and architecture, including Ethernet switching, TCP/IP, IP addressing, subnetting, VLANs, routing fundamentals, fibre and copper connectivity, redundancy, network segmentation, firewalls, servers, virtualised environments, storage and edge‑connected devices.

Ability to read, understand and review high‑level and low‑level system architecture diagrams, network topology diagrams, rack layouts, cable schedules, interface‑control documentation and system configuration information.

Experience in multiple stakeholder management with an ability to plan and execute a stakeholder management strategy.

Experience in high‑reliability or mission‑critical, “24x7” environment similar to Aviation industry.

Excellent organizational skills

Team player with the ability to prioritize and work under pressure in a fast‑paced environment with minimal supervision.

Good interpersonal skills and the ability to manage varying levels of customers and company personnel and get things done through people.

Ability to travel within Asia, sometimes at short notice
