Job summary

Housing & Development Board (HDB) is seeking a Product/Business Analyst to help drive the full product development lifecycle. You will partner with the Product Owner and Product Manager to articulate requirements, define user stories, and shape the technical roadmap that aligns with Singapore’s housing services and data strategy.

You will work with engineering, UX/UI designers, and business stakeholders to balance technical debt with new features, monitor KPIs, and ensure solutions are feasible,

Qualifications

• Strong background in CS, engineering or IT.
• Minimum 3 years of business analyst experience in software projects.
• Experience in Agile environment and Cloud platforms is required or highly preferred.

Responsibilities

• Define and drive the product roadmap aligned with business goals.
• Collaborate with engineers and stakeholders on requirements and architecture.
• Write user stories and detailed specifications for technical features.
• Prioritise backlog and lead sprint planning and grooming sessions.
• Coordinate across multiple technical workstreams and dependencies.
• Communicate complex concepts to non-technical audiences and stakeholders.
• Define KPIs and use data to drive product decisions and performance.

What the role is:

The mission of Housing & Development Board (HDB) is to provide affordable, quality housing and a great living environment where communities thrive. To achieve its mission, HDB aims to be data-driven to the core and adopt evidence-based decision making in developing better housing policies service, improving service delivery and optimising operations.

What you will be working on:

Form part of the Product Team with Product Owner and Product Manager to manage the entire product development cycle, from conceptualisation, to getting buy-in with internal and external stakeholders, till delivering the product to end users.

Product Strategy & Vision

• Define and drive the technical product roadmap aligned with business objectives
• Identify opportunities and develop product strategies based on user needs and technical capabilities
• Collaborate with stakeholders to establish product vision and success metrics

Technical Leadership

• Work closely with engineering teams to define technical requirements and architecture decisions
• Evaluate technical feasibility of proposed features and provide alternatives when needed
• Balance technical debt with new feature development
• Guide technical decision-making while considering scalability, performance, and maintainability

Product Development

• Write detailed technical specifications and user stories
• Prioritise product backlog based on business value and technical constraints
• Lead sprint planning and grooming sessions
• Manage dependencies across multiple technical workstreams

Stakeholder Management

• Serve as the bridge between technical teams and business stakeholders
• Communicate complex technical concepts to non-technical audiences
• Collaborate with UX/UI designers and software engineers to ensure technical feasibility of proposed solutions
• Work with business process owners and relevant stakeholders to gather business and technical requirements

Data & Analytics

• Define and track key performance indicators (KPIs)
• Use data analytics to drive product decisions
• Monitor technical metrics and system performance

What we are looking for:

You will be a Great Fit You Have:

• Strong background in Computer Science, Computer or Electronics Engineering, Information Technology or related technical discipline
• Minimal 3 years business analyst experience in software development projects
• Minimal 2 years experience working in an Agile environment and Cloud platform
• A ability to work effectively and independently under pressure, meet deadlines, multitask and to prioritize tasks effectively
• Possess business case and user-stories development skills
• Process good communication skills, ability to articulate technology concepts, participate in discussions on requirements with stakeholders
• Process strong collaboration skills, ability to partner and work effectively across teams and with business stakeholders in development as well as problem solving
• Process good knowledge of web, mobile and Cloud technologies, and their impact and feasibility on design solutions
• Experience with Confluence and JIRA will be an added advantage
• Experience with BPM modelling techniques and methods will be an added advantage
